The Digital Collections Management & Services Division of the Digital Services Directorate is offering a 120-day opportunity for a qualified individual at the GS-15 grade level to serve on a full‑time temporary promotion OR a qualified individual at the SL grade level to serve on a full‑time detail (no promotion) as the Chief, Digital Collections Management & Services Division. Applicant must have one year time‑in-grade at the GS‑15 level to be eligible for the temporary promotion at the SL level.

This position serves as the Chief, Digital Collections Management & Services Division (DCMS) and is located within Digital Services Directorate (DSD), Discovery and Preservation Services (DPS), within the Library Collections and Services Group (LCSG) at the Library of Congress (Library). The Chief of DCMS reports to the Director of DSD and is responsible for:

Leading the development of strategies for planning and executing major agency programs related to digital collections, including web archiving, crowd‑sourced transcription, and open source and restricted‑access digital collections.

Contributing to the development of a vision and strategy for acquiring and managing the Library’s digital collections.

Providing a wide range of analytical, technical, managerial, and advisory functions related to the digital collections management programs within DPS and LCSG.

The role of Chief for Digital Collections Management & Services Division is a significant leadership and career development opportunity, calling for the successful applicant to work with the Director of Digital Services and other Digital Services Chiefs and supervisors, lead an experienced supervisory team, and coordinate with managers and supervisors from Preservation (PRES), Acquisitions and Bibliographic Access (ABA), Collection Development Office (CDO), Office of the Chief Information Officer (OCIO), and LCSG curatorial divisions to support servicing the needs of Congress and the American people.

Responsibilities

Oversees and administers digital content management programs within the scope of the division.

Ensures the division achieves its strategic goals and objectives.

Formulates and implements plans to improve program policies, practices, and methods.

Assigns responsibilities for carrying out objective, coordinates and directs the work, sets performance targets, and resolves differences where required for various projects related to digital collections.

In collaboration with OCIO, identifies needs, coordinates the gathering of requirements, and oversees the implementation of technical infrastructure, tools, and services that support the lifecycle management of digital collections.

Establishes performance expectations for a group of staff members performing work up to the GS-14 level.

Provides advice and counsel to staff members and subordinate managers.

Ensures that proposed and active digital projects and programs are aligned to Library and service unit strategic objectives.

Works collegially with other service units, agency officials and various working groups to explore and formulate long‑range strategic plans for digital projects and program goals.

Works closely with and advises digital collections staff throughout the Library.

Recommends policies and procedures to enhance digital content management processes and techniques.

Establishes and maintains close and cooperative working relationships with management and officials at the Library of Congress, government agencies, and private sector partners in order to advance the programs and long‑term projects of the Library of Congress.

Work Schedule . The work schedule is flextime, Monday through Friday, 40 hours per week, with opportunity for telework.
