Position Overview SMX Services & Consulting is seeking a highly experienced

Project Lead (Level III)

to oversee the delivery of a CGI Advantage 4.0 Vendor Self-Service (VSS) Operational Assessment for Suffolk County, NY.

This role is responsible for overall project governance, Agile transformation leadership, risk management, and executive stakeholder coordination across Finance, IT, Audit, and Vendor Operations teams.

The Project Lead will ensure delivery of all contractual artifacts, including the Project Management Plan (PMP), Risk Mitigation Plan, Operational Assessment Report, and Implementation Roadmap.

Work Location Remote execution permitted for planning, documentation, analysis, and governance. On-site presence required in Suffolk County, NY for: Executive stakeholder meetings Major milestone workshops Governance or Steering Committee briefings As directed by the Department Travel may be required based on the project phase. Key ResponsibilitiesProgram & Governance Oversight Develop and maintain a PMI-aligned Project Management Plan (PMP). Lead weekly status meetings and executive reporting. Manage scope, schedule, cost, risk, and change control. Provide fiscal impact analysis for contract modifications. ERP & Public Sector Leadership Oversee CGI Advantage 4.0 VSS assessment execution. Coordinate cross-functional SMEs and County leadership. Guide benchmarking and baseline assessment activities. Agile / SAFe Transformation Transition delivery from Waterfall to Agile/SAFe. Define Program Increments (PIs) and sprint objectives. Implement Shift-Left” QA and defect management strategies. Change Management Leadership Oversee vendor outreach campaign. Align communications, training, and CX adoption efforts. Drive measurable improvements in VSS portal utilization. Minimum Qualifications 7-10+ years of IT Project Management experience Demonstrated ERP/BI modernization leadership Public sector delivery experience (municipal or state preferred) Experience managing cross-functional technical teams Strong executive communication skills Preferred Qualifications PMP or equivalent certification SAFe Scrum Master or SAFe Agilist certification Experience with the CGI Advantage platform Experience leading Agile transformations in government Knowledge of financial systems modernization Compensation W2 Pay Rate: $83.00 -

$88.16 hour

Compensation is subject to the final contract award structure.
