Job Description
We are seeking a
Senior Jira Platform Lead
to lead the design, governance, and scaling of an enterprise Jira ecosystem spanning Jira Software and Jira Service Management (JSM) within a State / public-sector environment.
This role is responsible for establishing Jira as a strategic enterprise platform, not just a project tool—delivering standardized, secure, reusable configurations, automation assets, and integrations aligned with State technology strategies, compliance mandates, and Agile delivery practices.
The ideal candidate brings deep hands-on Jira administration and development expertise, combined with platform governance, integration leadership, and Agile delivery experience, ensuring that every Jira build produces reusable accelerators, templates, and shared services that can be leveraged across multiple programs and agencies.
Primary Responsibilities
Enterprise Jira Platform Architecture & Governance
Lead the architecture, configuration, and long-term governance of Jira Software and Jira Service Management across enterprise programs.
Design and enforce platform guardrails to ensure scalability, performance, security, and consistency across teams.
Establish and maintain reusable component libraries, including:
Issue type schemes
Workflow templates
Screen and field configurations
Request types and service catalogs
Define standards for Jira usage, including naming conventions, workflow patterns, automation rules, and integration practices.
Govern marketplace app usage, ensuring tools align with security, performance, and licensing standards.
Platform Governance & Reusability
Design, implement, and enforce platform guardrails; develop and maintain reusable component libraries (issue type schemes, workflow templates, request types); and create shared assets such as global automation patterns and reusable API utilities to ensure consistency, scalability, and efficiency across the platform.
Automation, Reusability & Platform Acceleration
Build enterprise-grade automation patterns using Automation for Jira, designed for reuse at scale.
Develop shared assets such as:
Global automation templates
Reusable webhook and API utilities
Standardized approval and notification flows
Ensure automation follows performance guardrails, avoids anti-patterns, and supports long-term maintainability.
Promote a “build once, reuse many” mindset across delivery teams.
Integration & Enterprise Connectivity
Design and implement secure Jira integrations using:
Jira REST APIs and webhooks
Microsoft Power Platform (Power Automate, Power Apps)
ServiceNow
Microsoft 365 (Teams, SharePoint)
Identity platforms (Azure AD, Okta)
Align all integrations with State enterprise architecture standards and security constraints.
Collaborate with enterprise architects and integration teams to ensure data consistency, reliability, and auditability.
Security, Compliance & Audit Readiness
Implement role-based access control, permission schemes, and segregation of duties.
Configure and manage SSO, SAML, OAuth, and identity federation.
Ensure protection of PII and sensitive data, aligned with State and regulatory requirements.
Support Section 508 accessibility compliance in JSM portals and workflows.
Maintain comprehensive change control documentation, configuration records, and audit artifacts to support compliance reviews.
Data Management & Migration
Perform bulk data operations (CSV imports/exports), data hygiene, and validation.
Support configuration promotion across environments (sandbox → test → UAT → production).
Provide guidance on Jira Cloud and Data Center migration considerations, including data integrity and configuration parity.
Ensure clean, reportable data structures to support analytics and KPIs.
Agile Delivery Enablement
Actively support Scrum and Kanban teams using Jira as the system of record.
Configure boards, backlogs, workflows, and reports to enable:
Sprint planning and capacity tracking
Backlog grooming and prioritization
Delivery visibility and metrics
Participate in sprint reviews, demos, and retrospectives to continuously improve platform usability and effectiveness.
Partner with Product Owners, Scrum Masters, and PMs to ensure Jira supports—not hinders—delivery.
Documentation, Knowledge Transfer & Sustainability
Produce clear, high-quality documentation, including:
Platform architecture diagrams
Configuration standards and runbooks
Integration and automation guides
Lead knowledge transfer sessions to upskill internal teams and ensure long-term platform sustainability.
Serve as a trusted advisor to stakeholders on Jira best practices and roadmap planning.
Required Qualifications
10+ years of overall IT or software delivery experience.
5+ years of hands-on Jira administration and development experience in enterprise or public-sector environments.

Advanced JQL
Complex workflows, schemes, permissions, screens, and custom fields
Hands-on experience establishing platform governance and reusability through guardrails, reusable component libraries (issue type schemes, workflow templates, request types), and shared assets including global automation patterns and reusable API utilities. Strong hands-on experience with Jira REST APIs, webhooks, and enterprise integrations.
Solid understanding of security, compliance, audit readiness, and regulated-environment delivery.
Hands-on Agile experience (Scrum/Kanban) supporting real delivery teams.
Excellent communication, documentation, and stakeholder engagement skills .
