Job Description:
The Clinic Manager for the Health Access Point (HAP) Program is responsible for the day-to-day administrative, operational, and compliance oversight of the HAP clinic. This role ensures that clinic operations run smoothly, services are delivered in alignment with program goals, and staff are supported to provide high-quality, culturally responsive care. The Clinic Manager serves as a key liaison between clinical staff, operations, and leadership.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Clinic Operations
Oversee daily clinic operations, including scheduling, patient flow, space utilization, and coordination of services
Ensure clinic policies, procedures, and workflows are implemented consistently and effectively
Identify operational gaps and recommend improvements to enhance efficiency, quality, and patient experience
Oversee operational workflows for specimen collection services, including finger-stick testing, oral swabs, and other point-of-care screening procedures
Ensure appropriate space setup, privacy, infection control standards, and patient flow for specimen collection activities
Coordinate supply management for testing materials, sharps containers, biohazard disposal, PPE, and related equipment
Program & Administrative Management
Support implementation and ongoing administration of the HAP Program in alignment with organizational goals and grant or funding requirements, if applicable
Maintain accurate program documentation, reports, and records
Coordinate with leadership on program planning, timelines, and deliverables
Staff Coordination & Supervision
Supervise and support clinic administrative staff and, where applicable, non-licensed program staff
Assist with onboarding, training, scheduling, and performance support for clinic team members
Foster a collaborative, respectful, and mission-aligned clinic culture
Monitor proper labeling, storage, transport, and chain-of-custody procedures for specimens in accordance with regulatory and laboratory requirements
Compliance & Risk Management
Ensure compliance with OSHA Bloodborne Pathogens Standard (29 CFR 1910.1030), federal, state, and local laws and regulations, including California health, privacy, and workplace requirements
Support and maintain adherence to confidentiality, documentation, and record-keeping standards
Serve as a point of contact for operational issues related to audits, inspections, or compliance reviews
Monitor proper handling, labeling, storage, and disposal of biohazous waste and sharps in accordance with state and local requirements
Client & Community Engagement
Support a welcoming, trauma-informed, and culturally responsive clinic environment
Address client concerns or operational issues in collaboration with clinical leadership
Coordinate with internal departments and external partners as needed to support service delivery
Financial & Resource Oversight
Assist with budget tracking, purchasing, and resource allocation for clinic operations
Monitor supplies, equipment, and facility needs to ensure continuity of services
Requirements:
REQUIRED
Bachelor's degree in health administration, public health, social services, business administration, or a related field, or equivalent experience
Minimum of 3-5 years of experience in clinic, healthcare, or human services operations
Demonstrated experience in administrative and operational management
Strong organizational, communication, and problem-solving skills
Knowledge of confidentiality, privacy, and compliance standards applicable to healthcare or behavioral health setting
Knowledge of OSHA Bloodborne Pathogens Standard and infection prevention protocols
Experience overseeing clinical safety compliance in a healthcare or community clinic setting
Preferred
Experience working in community-based, behavioral health, or integrated care settings
Supervisory or team-lead experience
Familiarity with grant-funded or program-based services
Experience working in culturally diverse and mission-driven organizations
Additional Information:
Work Environment & Physical Requirements
May work in environments where exposure to blood, bodily fluids, or other potentially infectious materials (OPIM) is possible
Must follow universal precautions and use appropriate personal protective equipment
Ability to respond to clinical safety incidents in accordance with established protocols
