Role Overview
We are seeking a Technical Project Manager (TPM) to oversee a high-performing team of Full Stack Developers and Software Architects building scalable, cloud-native platforms on AWS. In this role, you will bridge the gap between technical execution and strategic business goals. You will be responsible for the end-to-end delivery of complex software solutions, ensuring that technical debt is managed, milestones are met, and the platform adheres to rigorous architectural standards. You will report to the Alcor Senior Program Manager and serve as the primary liaison between technical staff and executive stakeholders.
Project Overview
The team supports the Identity, Credential, and Access Management (ICAM) program for a major federal client (Medicare/Medicaid). This critical initiative involves modernizing authentication and authorization, implementing Zero Trust security principles, and automating account lifecycle management for over 40,000 internal users and millions of external providers. The platform integrates with Okta and AWS to safeguard sensitive healthcare data across the enterprise.
Responsibilities
Project Leadership:
Lead the planning, execution, and delivery of complex software features using TypeScript, React, Node.js, and Kubernetes in an AWS environment.
Agile Orchestration:
Act as the Scrum Master/Facilitator for all Agile ceremonies (stand-ups, sprint planning, retrospectives); remove blockers and drive team velocity and predictability.
Technical Oversight:
Ensure development aligns with architectural principles such as API-First Design, Event-Driven Communication, and Security by Design.
Stakeholder Communication:
Translate technical scope, risks, and architectural decisions into business impact for product managers and executives. Provide clear, data-driven status updates.
Documentation Management:
Oversee and review the creation of technical documentation, including API specs, architecture diagrams, design docs, and runbooks.
Cross-Functional Collaboration:
Partner with Product Owners, UX/HCD, QA, and DevOps to ensure technical requirements align with acceptance criteria and federal compliance standards.
Risk Management:
Proactively identify project bottlenecks and technical risks; develop mitigation strategies to ensure "Quick TAT" (Turnaround Time) in a high-pressure environment.
Resource Coordination:
Support the Program Manager in onboarding, resource allocation, and ensuring the team has the necessary tools to maintain high code quality and CI/CD standards.
Required Skills & Experience
10โ12 years of Project Management experience , specifically within technical or software development environments.
Industry Experience:
Proven track record managing projects within
Medicare and Medicaid (CMS)
or similar highly regulated federal healthcare environments.
Agile Expertise:
Deep proficiency in Agile/Scrum methodologies and Jira/Confluence.
Technical Literacy:
While this is a PM role, you must have a strong conceptual understanding of
AWS, Kubernetes, Microservices, and the SDLC
to effectively manage the team.
High-Pressure Delivery:
Experience working in fast-paced environments with demanding deadlines and "Quick TAT" requirements.
Communication:
Exceptional ability to bridge the gap between "technical speak" and business value for stakeholders.
Education:
Bachelorโs or Masterโs degree in Computer Science, Engineering, or a related field.
Preferred Skills & Experience
Certifications:
PMP, CSM (Certified Scrum Master), or AWS Cloud Practitioner.
Security Knowledge:
Familiarity with Zero Trust, RBAC, and federal security compliance (FISMA/NIST).
Tooling:
Experience with observability tools (CloudWatch, Prometheus) and Infrastructure as Code (Terraform).
