Job Description

The Role: The Mechanical & Electrical Contract Manager is responsible for delivering effective contract management to ensure that goods and services are provided at the right quality, at the right time and at the right cost. They will work closely with internal stakeholders and build strong supplier relationships to ensure the best value is a achieved. The role will also support the development of future M&E contracts and/or Integrated Supplier Frameworks and contribute to the evaluation of tenders for new and replacement contracts and frameworks. Responsibilities: Supports the organisation's business strategy by developing and implementing functional contract management strategies that align with NI Water's commercial objectives. Develops and implements short- to mid-term operational plans for contract delivery, focusing on optimising supplier performance, cost efficiency, and service quality within defined timeframes. Leads the adoption of new technologies and best practices within the contract management function, ensuring that the team remains responsive to changing business requirements. Implements modifications and enhancements to contract management procedures, drawing on feedback from stakeholders and lessons learned to optimise service delivery and supplier performance. Influences the adoption of new processes and standards by collaborating with internal stakeholders and suppliers, ensuring that contract management practices remain current and effective. Applies and enhances operational standards for Mechanical & Electrical (M&E) contract management, ensuring that processes, KPIs, and reporting mechanisms are continuously improved to meet evolving business needs. Owns the implementation of new and replacement contracts and/or Integrated Supplier Frameworks, ensuring that operational requirements are met and that contract outcomes support both immediate and future business needs. Provides insights and recommendations to senior managers, enabling them to make operational decisions and therefore contributing to the achievement of departmental and organisational targets. Establish, develop and implement Key Performance Indicators for all relevant M&E operational contracts and/or Integrated Supplier Frameworks. Establish, develop and implement Management Information Reports for all relevant M&E operational contracts and/or Integrated Supplier Frameworks. Ensure contractor compliance with all relevant Health and Safety Legislation and NI Water Health & Safety processes and procedures for M&E operational contracts and/or Integrated Supplier Frameworks. Manage contractor quality performance through development and application of Quality Assurance Audits and contract performance management forms. Liaison with Field Managers (B5), Senior Managers (B4 & B3) and Procurement on all contract development and operational requirements. Analyse finances and spend against Contract Purchase Agreements, ensuring compliance with NI Water's financial policies and procedures. Develop sound working relationships with contractors and NI Waterstaff to ensure efficient delivery of contracted service requirements. Produce clear and concise communications, presentations and briefings to senior management and key stakeholders summarising contract performance trends, risks and opportunities for improvement. Manages complex data to inform decision-making, ensuring that contract management actions are factual and aligned with both operational and financial targets. Provide instruction, training and support to M&E and non-M&E functions where required when utilising services provided by M&E operational contracts and/or Integrated Supplier Frameworks. Facilitates cross-functional collaboration to implement process improvements and ensure that contract management practices support the broader goals of the organisation. Resolves operational challenges that require consideration of multiple factors, including contract performance, financial controls, compliance with legislation, and stakeholder expectations. Contribute to the resolution of contractual disputes and work towards establishing harmonious working relationships between all parties involved in contract delivery. Support Field Management in the monitoring and control of contract expenditure in line with agreed budget limits, facilitating action plans to address over and underspend. Contributes to the development of new contract frameworks and technical specifications, ensuring that modern approaches are embedded in both current and future contract solutions. Attend all meetings and training courses as required and carry out all tasks as requested to ensure contracts are developed, evaluated, implemented and managed within the agreed procurement requirements, strategy and timeframes. At all times endeavouring to increase the efficiency and improve the service deliverables, performance and management information reporting, while reducing costs of the M&E and/or Integrated Supplier Framework contractor base. Essential requirements: Have a degree/HNC/HND or equivalent in a relevant mechanical; electrical; instrumentation, control & automation (ICA); or combined field Engineering AND at least 2 years' post qualification experience working with external contractors including monitoring performance, ensuring compliance with health and safety standards, and resolving issues. OR Must have completed a recognised industrial maintenance apprenticeship (Mechanical, Electrical, ICA) AND have at least 3 years' post qualification experience working with external contractors including monitoring performance, ensuring compliance with health and safety standards, and resolving issues. Minimum of 2 years' experience of the delivery of current relevant legislation e.g. Workplace (Health, Safety and Welfare) Regulations 1992, LOLER, PUWER, Health & Safety at Work (NI) Order 1978, ATEX/DSEAR/Complex and relevant Mechanical and/or Electrical (Electricity at Work, IEE 18th Edition) regulations associated with facilities and assets Demonstrate a working knowledge of the operation and use of M&E contracts including installation, repair and maintenance of mechanical and/or electrical assets; Demonstrate ability and experience of performance management, measuring and delivery of KPI's with respect to external service providers; Proficient in the use of Microsoft Word, Excel and Outlook. MS Excel experience should include the ability to analyse, formulate and manipulate data for presentation in a professional manner Desirable Criteria: In the event of a large number of applications, in the first instance, candidates may be short-listed on the following desirable criteria: Experience in procurement/supply chain management.
