Overview
Finance Regulatory Controller Director (AVP), Glasgow. Regulatory Controllers ensure that Morgan Stanley maintains adequate capital resources to meet the firm’s investment business commitments and withstand the risks to which the business is subject, including Market Risk and Counterparty Risk. The role is part of the wider Financial Control Group and is responsible for a series of regulatory capital processes and projects across Market Risk, Credit Risk, Own Funds and Leverage.
The team works closely with clients and stakeholders globally, including the Credit Risk and Market Risk departments, Operations, Regulatory Policy, and various Business Units. This broad interaction provides an excellent opportunity to learn and interact with a range of businesses and products across the firm. The Glasgow team is part of a global function with colleagues in London, Frankfurt, New York, Budapest and Mumbai.
We currently have an exciting opportunity within the Capital Initiatives team. The successful candidate will drive forward multiple initiatives and project workstreams, such as B3EG (the Basel Committee for Banking Supervision proposed finalisation of Basel 3 capital requirements), as well as other capital‑related initiatives, including the preparation and execution of data‑related reviews and the implementation of improvements within current capital systems and future state builds.
Responsibilities
High focus on existing and upcoming Capital rules (e.g. B3EG), the accuracy and compliance of our capital calculations, and our ongoing governance and assurance agendas.
Develop and maintain detailed project plans across B3EG working groups as required.
Perform regulatory rule‑based self‑assessments and facilitate implementation challenge sessions.
Ensure all project documentation is complete, accurate and up‑to‑date.
Collaborate across divisions to catalogue and document key interpretation and implementation decisions.
Communicate project status, risks, and issues to key project stakeholders, including senior management.
Work with Project and Technology teams to prioritise and implement new calculations, to enhance controls and improve existing processes.
Support and enforce data governance framework as part of ongoing data initiatives (e.g. Data Policy; BCBS 239).
Act as a key contact for analysis associated with ad‑hoc regulatory data requests and assessments, ensuring timely and accurate delivery of information.
Provide leadership and direction around implementation of regulatory rule and reporting changes including infrastructure and operating model development.
Qualifications
Experience of regulatory reporting (highly desirable), or experience of managing large‑scale projects.
Work experience within large financial services firms or other directly relevant experience (commensurate with role being applied for).
Ability to work effectively within a local and global team, as well as independently.
Excellent communication and management skills.
Flexibility required to work in a dynamic environment under tight deadlines.
Proficiency in MS Office Applications.
Planning and organisation expertise working with virtual global teams.
Self‑motivated personality with high standards for quality of work and accuracy.
