Job Description:
Mission Critical Communications (MCC) in-country Program Manager is responsible for managing the cost, schedule, and technical performance requirements of programs through all phases. This role will lead and deliver high-impact defense communications programs in the Netherlands. This is a pivotal role supporting the Dutch Ministry of Defence (MoD), ensuring the successful delivery, modernization, and sustainment of mission-critical radio and communications systems.
This position will work directly with the Dutch MoD, as well as the US based L3Harris program management and sales teams, to determine and identify needs, requirements and new opportunities. You will manage delivery of radio equipment and assist the customer with fielding needs such as integration/support, training, and other in-country activities related to modernization programs including the FOXTROT program.
Brief Senior Leadership on program status. Direct the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of related contracts. This Program Manager, will work out of the L3Harris facility in Amersfoort, Netherlands and various Dutch MoD facilities including the Bernhardkazerne in Amersfoort.
Key Responsibilities:
Leading moderate to complex programs of strategic importance to the organization
Driving execution to meet business and financial objectives including orders, revenue recognition, operating income, and free cash flow
Serving as the primary interface with the Dutch MoD, building trusted and long-term relationships
Managing delivery and fielding of radio equipment and supporting integration, training, and in-country modernization activities
Supporting modernization initiatives, including the FOXTROT program
Identifying customer needs, emerging requirements, and new business opportunities
Preparing and directing proposals, business plans, work statements, specifications, and operating budgets
Managing contract financials, risk, and performance reporting
Briefing senior leadership on program status and strategic direction
Essential Requirements:
Proven experience in Project or Program Management
Demonstrated ability to manage program budgets, financial performance, and risk
Experience delivering technical solutions within complex stakeholder environments
Ability to travel up to 25% (within Europe and to the United States)
Fluent in both English and Dutch
Ability to obtain a Certificate of No Objection (Verklaring van Geen Bezwaar – VGB) Level B
Qualifications:
BS/BA required or equivalent military experience and minimum 6 years of prior relevant experience or Graduate Degree and a minimum of 4 years of prior related experience.
In lieu of a degree, minimum 10 years of prior related experience
Preferred Additional Skills:
Military experience desired
Familiarity with Defence and Aerospace industry
PMP Certification, or equivalent, desired
Experience in Earned Value Management
