Who We Are Supporting The NATO Communication and Information Agency (NCIA) provides secure and effective communications and information technology (IT) services to NATO’s member countries and partners. Established in 2012 and headquartered in Brussels, Belgium, the NCIA offers a wide range of services:

Cyber Security – advanced solutions to protect NATO’s networks.

Command and Control Systems – tools used by NATO commanders to plan and execute operations.

Satellite Communications – secure and reliable communications between NATO forces.

Electronic Warfare – services to detect, deny, and defeat threats to communication networks.

Information Management – management of NATO’s IT infrastructure, databases, applications, and servers.

The Program Assistance and Advisory Service (AAS) supports NATO’s principal C3 capability deliverer, maintaining and defending the enterprise‑wide IT infrastructure. The workforce is composed of NATO International Civilians, Military, and Interim Workforce Consultants (IWC). IWCs constitute approximately 15% of the total workforce.

Role Duties And Responsibilities

The contractor will work full‑time on the development, operation, and maintenance of NATO software applications.

Tools used will include IDEs, Jira, Jenkins, Maven, and a SCRUM methodology.

The contractor is expected to work from the office at least three days per week.

Essential Skills, Experience And Certifications

Front‑end development using Angular (v10+) – at least 2 years of experience with HTML5, CSS, and TypeScript.

Back‑end development using Spring (v5+) – at least 2 years of experience with Java (v5+) and Spring Boot.

Automated testing proficiency (JUnit/Component, Functional, and Integration).

Experience with XML, JSON, Git, Maven, and Jenkins.

Knowledge of TCP/UDP/IP protocols, networking concepts, and tools such as SSH.

Experience with SQL and NoSQL databases and DBMS.

Linux environment experience (e.g., RHEL, Oracle Linux).

Positive, proactive work attitude with flexibility and teamwork.

Strong analytical and problem‑solving skills.

Comfortable communicating in English – the work is conducted entirely in English.

Nationality of one NATO member state.

Desired Skills, Experience And Certifications

WebSocket development (ideally with STOMP).

Real‑time data visualization.

Agile (SCRUM) methodology experience.

Tactical data link experience.

RPM packaging experience.

Education

Bachelor’s degree in Computer Science, Information Technology, or a closely related engineering field and at least 3 years of relevant software development experience.
