Job Summary
For a leading international life sciences organization based in Leiden, we are seeking an experienced and driven
EHS Specialist / Construction Supervisor .
In this dual-role position, you will act as a technical safety specialist while also supervising on-site construction activities during engineering project implementation. You will play a critical role in strengthening the safety culture, ensuring regulatory compliance, and overseeing safe and efficient project execution within a highly regulated operational environment.
This is a hands-on, fully site-based role requiring strong leadership, technical safety expertise, and construction management experience in a complex setting.
Key Responsibilities
1. Technical Safety Specialist (EHS)
Act as Subject Matter Expert (SME) on technical and operational safety matters
Maintain, improve, and oversee site safety procedures, including:
Permit to Work
LOTOTO
FARIP
Working at heights
Hoisting operations
Develop, implement, and continuously improve safety systems, standards, and processes
Conduct safety risk assessments and support project safety evaluations
Lead and/or participate in incident investigations
Participate in internal and external audits and inspections (e.g., ISO 14001, EH&S audits, regulatory inspections)
Develop and deliver safety training programs
Coach and develop engineering and maintenance team members to strengthen overall safety culture
Ensure compliance with local, national, and corporate EH&S standards
2. Construction Supervisor
Supervise daily on-site construction activities during project implementation
Ensure work progresses according to project schedules and technical plans
Lead and coordinate workers, subcontractors, and suppliers
Ensure all required safety plans and work permits are in place in a timely manner
Enforce safety regulations and conduct regular safety meetings and inspections
Monitor work quality and compliance with engineering standards
Identify and proactively resolve construction challenges
Act as the primary on-site point of contact for project stakeholders
Ensure alignment between construction activities and operational business needs
Essential Requirements
Education & Qualifications
Bachelor’s degree (or equivalent) in Construction Management, Civil Engineering, or a related field
Additional certification as Secondary Safety Expert (MVK) or comparable is preferred
Knowledge of international management system standards (e.g., ISO 14001)
Experience
Minimum of 7+ years of experience in construction management, civil engineering, or related technical environments
Experience within regulated or industrial environments is strongly preferred
Proven experience working in complex organizations with multiple stakeholders
Demonstrated experience with EH&S systems and regulatory compliance
Experience leading teams and supervising subcontractors

Excellent communication skills in Dutch and English (written and spoken)

Ability to implement technical and safety improvements in a sustainable manner
