The Department of Justice and Community Safety is seeking a Director, Financial Governance, Systems and Operations to provide a critical role within the Finance Branch.

About the Business Unit The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.

The Finance and Procurement business unit provides department-wide financial, procurement and property services through strategic leadership and setting the direction, policy and processes, and partnering with the department to build capability.

The Finance Branch leads the department's efforts to comply with government and legislative financial management responsibilities while driving a culture a strategic financial management across the department. It is responsible for the department's financial and budgetary policies and processes, including statutory reporting, accounts payable, accounts receivable, taxation compliance, government reporting (including Standing Directions), and facilitation of the annual budget process.

About the Role The Director, Financial Governance, Systems and Operations is one of a small team of senior executives supporting the CFO in discharging these critical responsibilities. Leading a large, multi-disciplinary team of accounting, reporting, systems and governance experts, the Director Financial Governance, Systems and Operations is responsible for leading, managing and delivering on the preparation of the department's annual financial statements; statutory and taxation obligations, accounts payable, accounts receivable, compliance and financial governance. The Director also plays a critical role in leading the support, maintenance and delivery of contemporary financial systems, including the department's core financial system, budgeting system and automation processes.

Some of your duties will include:

Lead and effectively manage the department's preparation and finalisation of the annual financial statements.

Driving the financial governance and education model across the department including improving the financial literacy and strategic financial management capability.

Lead the delivery of key financial functions including accounts payable, accounts receivable, taxation and statutory reporting.

Providing executive and strategic leadership and improvement over the technology enablement functions within Finance, including the core financial system, budgeting systems and automation processes.

Establish and maintain effective working relationships both internally with key stakeholders including the Department of Treasury and Finance, the Victorian Auditor‑General's Office and the Audit and Risk Management Committee.

About you To be successful in this role, you will have:

Highly developed knowledge and experience in the preparation, delivery and management of annual financial statements across large public sector bodies or organisations.

Functional experience in leading technology, systems, data or automation.

Demonstrated experience leading and managing multidisciplinary teams within a financial context.

Qualifications/requirements

A tertiary qualification in Finance or Accounting is required, including a professional association with either Certified Practising Accountants (Australia) or Chartered Accountants (Australia).
