General Manager- Government Relations and Infrastructure
Basketball QLD is seeking a skilled and experienced General Manager of Government Relations and Infrastructure to join our team. In this full-time position based in Crestmead, QLD, you will play a crucial role in driving the strategic direction and growth of our organisation. This is an exciting opportunity to make a significant impact within the basketball industry.
What you'll be doing
In this executive role, you’ll lead Basketball Queensland’s government relations agenda, building and maintaining strong relationships with key departments, agencies and local governments across Queensland.
You’ll also progress partnerships with other peak sporting bodies and leverage BQ’s stakeholder network to attract impactful basketball content to Queensland.
You will drive the planning, delivery and continuous improvement of Basketball Queensland’s Facilities Strategy, identifying priority infrastructure projects in each region and supporting associations to achieve better facility outcomes.
As part of the Executive team, you’ll lead by example, living the BQ values and contributing to a culture of innovation, collaboration and continuous improvement.
You will also play a visible role as an advocate for basketball, nurturing strong relationships with stakeholders, staying across emerging trends in sport and technology, and championing initiatives that enhance the experience of everyone involved in basketball across Queensland.
Responsibilities and Qualifications
Demonstrated experience in developing and managing key relationships with local, State and Federal Government elected officials and departments.
Infrastructure / facilities planning experience
Proven experience in community infrastructure, sport and recreation, or precinct/facility planning and development, including working with LGAs and/or state and federal funding programs.
Deep knowledge of government decision-making cycles and processes at federal, state and local levels (e.g. budget, capital works, grants, election cycles) and how these relate to funding for community infrastructure.
Political acumen and strategic thinking
Strong political judgement and awareness of political protocols and sensitivities, with the ability to identify, assess and strategically target opportunities that advance Basketball Queensland’s objectives.
Stakeholder engagement and relationship management
Demonstrated ability to build and sustain high-trust relationships with senior stakeholders, including government ministers and advisers, senior public servants, mayors and councillors, LGAs, peak bodies, community organisations and commercial partners.
Experience working with local government on facilities
Proven experience partnering with local government authorities on facility planning, prioritisation and development, including navigating competing priorities to achieve better outcomes for community sport.
Data literacy, including the ability to use participation, facility and demographic data, and analytics platforms to inform strategy, business cases, advocacy and reporting.
Executive leadership and collaboration
Experience as part of an executive or senior leadership team, contributing to organisational strategy, risk management, budgeting and performance, and positively influencing cross-functional teams.
Financial and commercial acumen
Demonstrated experience in developing and managing budgets, preparing business cases and funding submissions, and understanding the financial drivers of capital projects and participation growth.
Communication and advocacy skills
Excellent written and verbal communication skills, including the ability to prepare persuasive briefs, submissions, presentations and reports for government, Boards and community stakeholders, and to present confidently in meetings and public forums.
Availability and travel
Ability and willingness to work outside standard hours as required and to travel within Queensland and interstate; current driver’s licence.
Sector experience in sport and recreation
Experience working within the sport and recreation sector, preferably with a state sporting organisation, NSO, LGA or similar membership-based or not-for-profit environment.
Basketball and Queensland context
Knowledge of basketball participation and facility needs in Queensland, including current and emerging infrastructure gaps and opportunities (e.g. growth areas, 2032 legacy opportunities).
Tertiary qualifications
Tertiary qualifications in a relevant field such as public policy, political science, urban and regional planning, infrastructure or project management, business, economics, sport management or a related discipline.
Major project and capital works experience
Experience working on major capital or infrastructure projects, including feasibility studies, concept and master planning, business cases and delivery in partnership with consultants and government.
Grants and funding submissions
Demonstrated success in developing and securing state, federal or local government funding, grants and/or investment for community infrastructure or sport and recreation initiatives.
Governance and Board engagement
Experience preparing reports and papers for Boards or Committees, and/or experience as a director or committee member in a governance role.
Education and capacity-building for stakeholders
Experience designing and delivering education, training or capacity-building programs for member organisations, clubs or community partners (e.g. facility planning, advocacy skills, grant readiness).
Media and public profile
Experience engaging with media, speaking at conferences or public forums, and positively representing an organisation’s brand and advocacy agenda.
