The Salvation Army exists to share the love of Jesus Christ, meet human needs and be a transforming influence in the communities of our world.**Job Description:****Position Purpose summary:**The Executive Director provides innovative Christian leadership in the administration of a mid-size Social Mission Ministry Unit. The incumbent provides vision and direction for all business and program ministry matters to strengthen the integrity of mission, efficacy of services, stewardship, and advocacy for our clients as they reintegrate into community. Focus areas include programming, operations and standards, government funding, community outreach, finance, property, and human relations to enhance capacity, accountability, effectiveness, and relevance of **London Centre of Hope** and The Salvation Army’s mission in the community. The Executive Director partners with expert business support available through Divisional (DHQ) and Territorial headquarters (THQ) to ensure Territorial standards and resources are aligned in service to advance the mission.**The LONDON CENTRE OF HOPE** is an Emergency Shelter (130 shelter beds), Transitional Rooms (70 beds), Withdrawal Management Centre (18 beds), Recovery Community Centre (26 supportive housing rooms), and provides Spiritual and Religious Care (chapel services & individual counselling) located at 181 Wellington St., London, Ontario.ACCOUNTABILITIES:
The incumbent will perform all, some, or similar range of duties as below:
Programming:
• Participates with DHQ/THQ consultants in the strategic planning for the ministry unit securing necessary approvals from the Divisional Finance Board/Executive.
• Directs and oversees the annual budgeting process for the ministry unit.
• Facilitates implementation of Territorial standards and best practices reflecting the economic, service, and business environment in compliance with The Salvation Army.
• Ensures all property is inspected and maintained in compliance with applicable legislation; works with the DSBA to prepare all property proposals for presentation to the appropriate boards.
• Determines how client care is delivered, anticipates new services/programs, and strive for continuous improvement in programs and client relationships.
• Where applicable, participates in union negotiations as the senior local manager.
• Initiates, maintains, and promotes positive working relationships/partnerships and communications with funders and community stakeholders; works DHQ to re-negotiate contracts with government funder/s; works with DHQ/THQ to identify and pursue opportunities to enhance program delivery by seeking new government funding sources.
• Within the ministry unit, analyses statistical and financial reports for the purpose of strategic planning and reports to the Divisional Finance Board.
• Ensures a spiritual dynamic to all programming.
• Serves actively as the lead member of the management team for the Gateway of Hope and oversees the management team function and meeting schedules.
• Gives oversight to all community ministries programs, ensuring ministry objectives are consistently accomplished and that a spiritual focus is applied to all program initiatives.
• Develops strategies and recommendations for staff and volunteer development, handles recruitment, orientation, performance management and terminations.
• Develops, recommends, implements, and enforces policies and procedures for Community Ministries programs in consultation with senior management team and/or frontline supervisors.
• Ensure coordination of annual fundraising efforts (Red Shield Appeal, Christmas Kettle Campaign, and Thrift Store).
• Provides visibility for The Salvation Army within the community through service club participation, media relations, public relations, etc.
• May be directly responsible for chaplaincy service.
• Monitors and ensures consistency in case management systems and practices.
• Establishes and maintains a Community Council, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings.
• May provide direct client care and/or intake services as needed.
Responsibility for Team Management
• Hires, orientates, trains, evaluates, recognizes, disciplines, and terminates in concert with Territorial standards; submits and acts on incident reports; deals with complaints.
• The incumbent is responsible for the direct and indirect supervision of supervisory staff and non-supervisory staff reporting to a supervisory subordinate.
• The incumbent provides direction concerning current tasks or consults in assignments.
• The incumbent has significant input into human resource decisions; decides on hiring, termination, or disciplinary decisions.
Health and Safety:
• Promote and adhere to TSA’s Health and Safety Program and provincial/federal legislation including all policies and procedures.
• Ensure compliance with the Occupational Health and Safety Act.
• Liaise with members of the Management Team regarding health and safety issues.
• Ensure staff and/or participant information sessions/meetings occur as needed and are documented (i.e., training/workshops, staff meetings, Ministry of Labour visits).
• Ensure the equipment, materials and protective devices provided are used as prescribed.
• Ensure the work environment is safe, clean and attractive for employees, residents/participants, students, volunteers and visitors.
Other Duties:
• Ensure all contact with donors, staff, volunteers, and the general public are courteous and professional.
• Network and refer to The Salvation Army, government, and community social service providers to coordinate resources for the benefit of guests and programs when necessary.
• Adhere to standards consistent with the values and philosophy of The Salvation Army.
• Practice The Salvation Army professional code of ethics and communicates and cooperates with all co-workers, partners, and clients in a respectful, open, and honest manner, maintaining confidentiality at all times.

• Reports directly to the Social Mission Regional Director.- Responsible for 80 employees (management, full-time staff, part-time staff, and casual relief staff* Direct reports for this position: 5 employees (Program Director, Business Director, Chaplain (2), Administrative Assistant* Indirect reports for this position: 75 employeesFINANCIAL AND MATERIALS MANAGEMENT:
• Minor material responsibilities (access to confidential and private information).
• The incumbent prepares and monitors annual budgets of $9.5 million.
• Monitors departmental expenditures.
