Position Purpose
The HSS Specialist works with staff in the Health System Strengthening unit to establish women‑centered post‑abortion care, health care for survivors of sexual/gender‑based violence, contraceptive care for women and girls, and resilient primary health care in pilot facilities in the Eastern Region of Indonesia. The role includes providing technical assistance to national ministries, professional associations, and other key stakeholders on women‑centered care. Under guidance of the HSS Advisor/Team Leader, the specialist plans intervention models based on thorough assessment, coordinates national‑level advocacy and policy development, supports implementation of clinical and non‑clinical trainings, monitors progress, and derives lessons from piloting in health facilities.
Responsibilities
Planning : Develop pilot designs for post‑abortion care and comprehensive reproductive health services, design, plan, implement, evaluate, and document clinical trainings and workshops, provide technical assistance in relevant assessments, and contribute to national‑level policy advocacy and organizational strategy.
Project Management : Support implementation and monitoring of HSS projects, provide technical assistance to pilot facilities, strengthen partnerships with comprehensive SRH services, collaborate with other units to align strategies, support project coordinators and field officers, and ensure supportive supervision follows organizational guidelines.
M&E : Work with the MEAL unit to collect and analyze training and service data, monitor implementation plans through missions and spot checks, coordinate documentation of lessons learned, and maintain program records in the designated portal.
Finance : Collaborate with HSS team members to develop detailed budget plans ensuring compliance with Yayasan IPAS Indonesia regulations at all administrative levels.
HR & Administration : Comply with HR regulations, supervise HSS officers, and ensure all activities adhere to organizational rules.
Ethics : Practice ethical behavior, contribute to a respectful working environment, and ensure external consultants adhere to ethical standards.
Other : Perform additional related duties as required.
Manage relationships with internal and external customers, suppliers, and third parties; plan, implement, monitor, evaluate, and report on HSS activities; maintain compliance with Ipas branding; collaborate with network partners; and represent the organization at national and international meetings when necessary.
Position Requirements
Master’s degree in reproductive health or public health with clinical or health professional background and more than 7 years of relevant experience.
Experience in the public health sector is advantageous.
Proven experience managing teams and working in a non‑profit organization.
Demonstrated experience working with health facilities, professionals, and professional associations.
Deep knowledge of health system and reproductive health issues, with orientation toward improving care.
Ability to influence, strengthen, and nurture a network of medical professionals related to reproductive health.
Fluent in Indonesian and English (speaking and writing).
Extensive knowledge of Microsoft Office suite.
Willingness to travel when needed.
