Chief Finance Officer

Initial 6 months contract with a possible extension

Attractive hourly pay rate of $133.42 per hour plus super

Work location : Hybrid (WFH + Canberra office)

Remote candidates will also be considered.

PURPOSE OF THE ROLE As the Chief Finance Officer, you will be responsible for providing leadership to the team responsible for supporting the financial management of the department. This is an Executive position leading a team that provides support to the Director General, Deputy Director General and the executive team on a diverse range of financial issues. You will assist in the delivery of a range of financial accountability functions including budget preparation, financial reporting, financial analysis and planning, and adherence to the Financial Management Act 1996. You will liaise across whole of government and with various external stakeholders to collaboratively improve financial management practices.

KEY ACCOUNTABILITIES

Provide high quality leadership and strategic advice and direction on a full range of financial functions including contemporary financial policies and practices in accordance with ACT Government on relevant policies and frameworks legislation and policy.

Support the Senior Leadership team to understand and manage their financials, and related responsibilities and requirements.

Provide leadership in the delivery of strategic and operational finance functions across a diverse and complex workforce.

Oversee and manage the department's financial activities, including budgets, internal reporting and transactional and tactical financial service.

Critically review planning, budgeting and forecasting processes to ensure alignment and delivery of overall financial targets and strategic objectives.

Coordinate the development, implementation and monitoring of financial accounting processes and related systems.

Implementation of improvement initiatives to the financial and corporate activities aligned with the directions and priorities.

Maintain strong working relationships with external stakeholders and partners and the department at whole of government committees and forums.

Oversee the production of Financial Statements and provide leadership to deliver timely and accurate monthly management reports and detailed monthly reports for project teams.

Review and provide input into relevant financial sections of budget business cases.

ESSENTIAL REQUIREMENTS

Tertiary qualifications in accounting recognised by a professional accounting association such as CPA Australia, CIMA or the Chartered Accountants in Australia and New Zealand.

Must not be disqualified from managing corporations or acting as a Chief Finance Officer by ASIC and / or other regulatory or professional bodies.

Extensive experience in senior leadership roles of finances within an infrastructure delivery organisation or government delivery agency is highly desirable.

A sound understanding of the costing and overhead allocation models and experience delivering these at a senior leadership level.

Proven ability to think strategically to adopt an active approach to complex problem-solving. Capability to be agile and unconstrained by precedent and conventional thinking to proactively manage risk and work effectively under pressure.

Clear understanding of finances in a public sector environment and government policies relating to procurement, records management and probity.
