Partnership & Development Manager – Ipas
Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia is a local foundation affiliated with Ipas global, working to improve women's sexual and reproductive health and rights through enhanced access to comprehensive reproductive health care in line with Indonesia’s laws and regulations.
Position Purpose
This senior team role leads the development and implementation of business development and partnership strategies, expanding annual revenue streams through solicitations, government grants, competitive bids, and corporate/foundation support, while maintaining key strategic partnerships.
Summary of Responsibilities
Strategic
Develop and implement organizational business development and fundraising strategy and processes.
Support IPAS Indonesia’s strategies and annual planning from a program development perspective.
Produce regular performance reports for senior management.
Advise on donor priorities and identify specific opportunities; track donor funding trends and communicate these to leadership.
Identify and pursue partnership opportunities; negotiate teaming agreements and lead large-value bids where appropriate.
Collaborate with Indonesia teams and Development Service nodes to communicate new business opportunities and strategies.
Research and produce internal briefs on donor profiles, partner organisation profiles, and briefings for meetings and conferences.
Ensure relevant internal approval processes are followed for pursuing business opportunities.
Develop Successful Proposals and Budgets
Lead the development and writing of funding proposals and budgets, coordinating with technical, management, and finance leads.
Guide proactive concept development and conversion of ideas into sellable proposals.
Coordinate efforts between IPAS Indonesia, Development Service nodes, and partner organisations, leading partnership proposals.
Maintain proposal information, including capability statements and technical area descriptions.
Strengthen Internal New Business Development Capacity
Expand team capacity through mentoring, training, and tool development.
Contribute to continuous improvement of systems, tools, and strategies for pursuing new business opportunities.
Team Management
Lead partnership and development team, ensuring successful execution of fundraising strategy.
Support the development of communication strategy and its implementation as part of branding efforts.
HR & Administration
Understand and comply with HR regulations in IPAS Indonesia.
Ensure all activities comply with regulations.
Other
Perform other related duties as required.
Internal & External Customers / Suppliers
Ensure positive donor and host government relations.
Maintain high service levels to donors, coordinating communication and ensuring consistency.
Support and maintain strong relationships with donors and government representatives.
Collaborate with the Executive Director on strategy implementation, monitoring, and reporting.
Work with managers and specialists during donor cultivation and proposal development.
Position Requirements
Master’s degree in business, marketing, or a related field.
Minimum 7 years of experience writing technical proposals in development with major donors.
Knowledge of feminist agenda, sexual and reproductive health, women’s health, gender and climate crisis is a plus; program management experience is a plus.
Experience conducting development research and facilitating complex discussions; ability to distill large amounts of information.
Experience working in a non‑profit organization.
Fluent in English and Indonesian (speaking and writing).
Extensive knowledge of Microsoft Office suite.
Ability to travel when needed.
