Infrastructure Portfolio Lead –

Permanent, full-time Salary : $118,141 – $132,962 (based on skills & experience) + 12% superannuation About the role

The Infrastructure Portfolio Lead plays a central role in managing a diverse and high-impact portfolio of initiatives that bring the Council Plan to life. This role sits within the Enterprise Project Management Office (ePMO) and is responsible for shaping, sequencing, assuring and reporting on all infrastructure projects. The Infrastructure Portfolio Lead assures all infrastructure projects through the Project Management Framework, governance forums and reporting. It ensures that project outcomes are aligned to the Council Plan. This is a leadership opportunity to drive meaningful change, connect strategy with delivery, and help shape Melbourne’s future. You are a strategic thinker with a strong background in capital works, infrastructure portfolio or program management, particularly in policy or strategy-led environments. You bring clarity to complex initiatives, confidently navigating political and organisational dynamics. Your strength lies in assurance, including connecting long‑term planning, reporting and governance. You know how to sequence work, align priorities, and ensure every initiative contributes to broader strategic goals. Collaboration and influence come naturally, and you lead with sound judgement, clear communication, and a focus on impact. Required experience

Substantial experience and proven achievement in portfolio management, including prioritising, and sequencing large sets of interdependent initiatives to deliver intended business outcomes. Strong influencing, communication, collaboration, negotiation and stakeholder management skills, with proven experience developing and maintaining relationships with senior stakeholders across complex political environments. Demonstrated ability to report on delivery, governance, benefits, risks, assurance and outcomes of the Infrastructure portfolio with strong organisational and stakeholder buy‑in. Flexibility and adaptability in managing a dynamic portfolio with competing priorities, evolving policies and a complex environment, with the ability to drive continuous improvement and organisational change.
