About the Role
The Senior Medical Officer will be responsible for the provision of efficient quality medical services to inpatients and outpatients of the Chinchilla Hospital Western Cluster and the Darling Downs Hospital and Health Service, including the provision of 24‑hour emergency department coverage on a rostered basis in Chinchilla.
The purpose of this position is to provide clinical services in the areas of inpatient and outpatient care, administration, service planning and teaching to the communities of the Western Region based around Chinchilla.
Key Accountabilities
Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces.
Implement and monitor the organisation’s quality standards, work health and safety policies, procedures and programs and provide clinical governance in the relevant work area.
Provide leadership of the multidisciplinary team to improve care by being a role model, reviewing and developing care processes, monitoring emerging issues and leading change.
Undertake clinical responsibilities including on call by providing patient care, liaison with other doctors and hospitals for referrals, and maintaining appropriate records and confidentiality, including obtaining and documenting consent. Clinical service delivery is based in Chinchilla with engagement and service between hospitals in the Western Cluster and wider Darling Downs Hospital and Health Service on an occasional needs basis.
Participate in clinical governance by pro‑actively managing patient feedback, attending peer review audits, monitoring care outcomes and reporting promptly to the Medical Superintendent and/or Director Medical Services Rural of any significant concerns with quality of care.
Participate in and facilitate education including for medical students and for nursing and allied health staff providing training and supervision. Engage in self‑education to ensure currency of practice.
Participate in annual Performance Planning and Development.
Staffing and Budget Responsibilities
The SMO reports to the Medical Superintendent, Chinchilla Hospital, who in turn reports to Director Medical Services Rural.
This SMO position has no direct line management responsibility for budget, but the overarching principle of the Hospital and Health Service is that all staff have a responsibility to use resources efficiently, effectively and diligently. Resources should not be wasted.
The SMO position will be required to participate in the Revenue Management Strategy for the Darling Downs Hospital and Health Service.
Medical practice within your approved credentialed scope of clinical practice in Rural Generalist Anaesthetics / Obstetrics or Emergency Medicine.
Provision of evidence‑based and quality clinical care of individual patients in all domains of medical practice:
Patient Interview
Clinical examination
Identification of clinical problems and health opportunities
Plan of overall clinical care and health promotion
Maintenance of concise but comprehensive, accurate, legible records of patient status and progress and associated correspondence.
Quality professional communication with individual patients, relatives, guardians and all relevant health professionals necessary for quality clinical care outcomes, including for the transfer of responsibility of clinical care.
Commitment to patient safety and to improve clinical care through participation in clinical audits, clinical meetings, peer review and other safety and quality assurance programs and presentations.
Follow hospital policies, procedures and work directions.
Commitment to maintain clinical standards through participation in college or Queensland Health prescribed continuing professional development programs.
Actively conduct research in their specialist medical area.
Provide ethical decision making in the achievement of organisational goals.
Commitment to teaching, supervision and mentorship of other medical staff and students, including the completion of quality supervisory documentation.
Provision of population health services to the local community or communities served, including active participation in community health programs.

Demonstrated clinical and technical expertise with appropriate knowledge, skills and ability to deliver quality medical service to inpatients and outpatients.
Demonstrated level of interpersonal skills and the ability to work with and lead other staff.
High level oral and written communication skills and the ability to work and liaise with other health professionals.
Demonstrated commitment to principles of quality improvement, patient safety and clinical governance.
Demonstrated commitment to education including a demonstrated personal commitment to continuing medical education.
Qualifications and Registration
Appointment to this position requires proof of qualification and registration or membership with the appropriate registration authority or association. Certified copies of the required information must be provided to the selection panel at interview.
Possession of a qualification from a registered tertiary institution and registration with the Australian Health Practitioner Regulation Agency with a current annual practising certificate is essential.
Fellowship of either ACRRM Australian College of Rural and Remote Medicine or RACGP (FRACGP or FARGP) or enrolment in a training program to these fellowships (Advanced Registrar enrolled in the AGPT or RVTS or ACRRM Independent training programs are also eligible).
Advanced Skills in Anaesthetics or Diploma / Advanced Diploma in Obstetrics or equivalent or Rural Generalist Emergency Medicine.
