Director, Finance and Procurement SEB 1, Ongoing, Sydney
This role is a salary Senior Executive Band 1, with the base salary for this role starting at TRP $239,251 – $264,197 including superannuation, commensurate with experience.
About the Role
We’re looking for a Director, Finance and Procurement SEB 1, to provide strategic leadership across all financial and procurement functions for Infrastructure NSW.
The role is responsible for driving financial performance monitoring and reporting, budgeting and forecasting, statutory accounting and reporting, and delivering commercial insights to support executive decision making.
Key responsibilities include:
Leading INSW financial management, accounting and reporting activities, and ensuring the provision of diverse services that meet business needs and comply with relevant NSW public sector accounting policies, practices and statutory requirements, including the Government Sector Finance Act, Treasurer’s Directions and Australian Accounting Standards.
Provide expert, authoritative advice to key stakeholders on all aspects of procurement strategy and practice to inform business planning and action, encourage innovative approaches and enhance value through improved procurement efficiency and outcomes.
Provide expert strategic financial leadership and advice on financial reporting, budgeting, complex accounting issues, taxation, and financial compliance including overseeing the preparation and review of external financial reporting including INSW’s statutory financial statements, State Budget submissions, and monthly reporting to Treasury.
Develop and implement policies, procedures, systems, structures and frameworks for all procurement activities to deliver best practice solutions across the organisation and build procurement capability
Oversee diverse commercial management activities including, but not limited to feasibility assessments, financial modelling, consultation with relevant stakeholders, the provision of sound, well-balanced advice and the development of commercially viable proposals that meet specific business requirements.
About You
You hold tertiary qualifications in accounting and professional accreditation as a CA or CPA.
You bring demonstrated experience with the NSW Government Procurement Framework and possess extensive knowledge of Australian Accounting Standards, financial concepts, and current accounting issues. Your expertise includes infrastructure industry experience, and previous NSW Government experience would be beneficial.
You have proven ability to apply strategic thinking and sound decision-making to resolve complex issues. Your knowledge includes financial management approaches, internal control compliance, auditing procedures, development partnership accounting, and business financing techniques. In addition, you have substantial experience managing complex commercial finance portfolios, including budgeting, forecasting, financial planning, and senior-level reporting.
You also demonstrate strong leadership capabilities, with experience in managing and developing teams, and excel at building positive relationships with diverse stakeholders.
