General purpose of the position

To lead the strategy development of and oversee the implementation of the Hubli-Dharwad model district program in India and the capacity building work in Karnataka.

Essential duties and responsibilities Manage model district Program (40%) Develops the strategy for the model district program in Hubli–Dharwad-Gadag or West Bengal. Supervises and assists in the implementation of the model district program in the Hubli, Dharwad and Gadag districts of Karnataka. Develops working relationships with state government agencies who are responsible for the administration of the Dharwad, Gadag and other districts in an effort to prevent any problems executing the program’s strategies. Works with stakeholders to develop and build capacity for district SPCAs, animal welfare boards, organizations and individuals on various animal welfare issues such as street animals, animal cruelty, and wildlife and farm animal welfare Karnataka. Serves as a point of contact for external stakeholders for the program Collaborates with private institutions of interest in the region and nationally to further the program’s objectives. Researches and seeks ways to develop models of feasible, technology-based solutions to measure animal welfare issues in the region. Documents recommended standard operating procedures and uses them to educate colleagues on implementing these programs in other regions of the country.

Capacity Building (30%) Fosters relationship with the state police and other law enforcement agencies so HSI/India could be empanelled as guest faculty in all police training academies of the state. Grows the existing relationship with state Forest Training Academies to enable capacity building of in-service and new forest officers. Develops collaboration with state judicial training institutes and allied, independent judicial agencies such as district legal services cells across the state. Fosters and grows working relationship with Indian Railways to enable capacity building of railway officers, including railway police on various issues concerning animal welfare. Identifies and enables collaborations with other government agencies, training institutes and organisations such as panchayat raj department, department of animal husbandry and dairying etc. to further the objectives of the program. Designs need based curriculum for animal law training for each agency as and when required Designs, develops and conducts needs assessment of key stakeholders to identify gaps in capacity and serve as an indicator. Design and develop creative and innovative pedagogy for each of the training modules, including a form of assessment to ensure retention of knowledge. Serves as training faculty for training law enforcement agencies and other stakeholders on animal law across the state. Serves as training faculty for training trainers on animal law

Fundraising and media (10%) Develops media briefing packages, op. eds., letters to the editor and other targeted communiqués highlighting the work being done in the state and serves as a scientific spokesperson. Identifies grant and fundraising opportunities and works with Manager, fundraising to finalize and submit proposals Drafts progress reports to donors.

Manage Staff: 20% Manages the Campaigner, Capacity Building and ensures that staff achieve their goals, including providing staff with guidance and advice, training, performance management, leadership development and career development. Serves as a liaison between the Senior Coordinator/Specialist and the Director, Government Affairs. Trains staff on conducting background research, filling right to information applications to develop and implement the program’s strategy. Supervises and trains volunteers and interns helping with the program. Facilitate training of staff as required to respond to animal welfare situation in the state. Performs other duties or responsibilities, as assigned.

Education and experience Graduate degree or equivalent work experience required. At minimum of seven (7) years of experience in animal protection work required. Management/supervisory experience strongly preferred. Proven experience in team leadership and campaign management.

Necessary knowledge, skills and abilities Comprehensive knowledge of the animal protection movement in India. Ability to lead and guide staff to meet department and organizational goals. Strong knowledge of staff management practices. Flexible, willing to learn, and anticipates the needs of self and staff. Ability to set a positive tone for employees during their day. Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive. Ability to manage issues requiring conflict management with excellent interpersonal and intervention skills. Excellent written and verbal communication skills in English. Willing and able to travel domestically and internationally, as needed. Strong interest in animal protection issues preferred.
