Job Description

Key Responsibilities * Federal Market & Opportunity Research * Conduct detailed research on upcoming contract opportunities using automated tools and government sites that include SAM.gov, eBuy, GSA eLibrary, FPDS, USASpending, GovWin, and agency forecasts to assist in generating Opportunity Pipelines for CSE Target Agencies. * Analyze agency budgets, acquisition trends, incumbent performance, mission drivers, and competitive landscapes. * Monitor and summarize SOWs/PWSs, RFIs, RFPs, RFQs, BAAs, OTAs, IDIQ/ GWAC opportunities, and amendments. * Track contract vehicles (OASIS+, Polaris, CIO-SP4, Alliant 3, T4NG2, Seaport NxG, SETIs, etc.) and recommend optimal pursuit paths. * Create concise intelligence briefs that inform capture strategy, teaming decisions, and win themes.

Capture & Competitive Analysis * Support capture managers by developing SWOT analyses, win strategies, discriminators, and customer hot buttons. * Analyze incumbents, labor categories, market rates, contract history, and CPARS ratings. * Conduct research on teaming partners, competitors, and potential subcontractors using open-source and proprietary tools.

Proposal Development

& Writing * Write clear, compelling, compliant technical, management, and past performance sections aligned with Section C, L, and M requirements. * Translate technical input from SMEs into structured proposal content with strong value propositions, benefits, and strengths. * Develop outlines, compliance matrices, storyboards, and annotated outlines for proposal volumes. * Edit and refine proposal text to ensure accuracy, consistency, and persuasive messaging. * Assist in production, final formatting, and color team reviews (Pink/Red/Gold).

Knowledge Management & Templates * Maintain libraries of proposal content, corporate capabilities, resumes, past performance, and boilerplate. * Create reusable templates, graphics ideas, and standard responses aligned with APMP best practices. * Capture lessons learned post-submission and ensure continuous quality improvement.

Minimum 2 yearsโ€™ exp. in performing similar work ยท

Excellent communication skills ยท

Demonstrated ability to work independently
