Role Summary
We are hiring an Estimation & Billing Engineer / Quantity Surveyor for EPC civil and infrastructure projects in the government/public-sector domain.
This role is for professionals with hands-on experience in BOQ preparation, quantity take-off, rate analysis, tender costing, RA billing, subcontractor billing, and cost control across roads, buildings, and urban infrastructure projects.
If your experience is primarily in interiors or small private projects, this role will not be a fit.

We work with Government Departments, PSUs, Urban Local Bodies, and developers to deliver technically sound, regulation-compliant, and execution-ready projects.
What You’ll Own (Key Responsibilities)
A. Estimation & Tender Costing (Pre-Award)
Prepare detailed BOQs (Bill of Quantities) and Quantity Take-Offs (QTO) from drawings and specifications
Perform rate analysis using CPWD / PWD / MoRTH SORs and market-based inputs
Prepare tender costing sheets, item-wise estimates, and pricing backups for EPC bids
Review tender documents (BOQ, specifications, GCC/SCC, payment terms, milestones) and flag costing risks
B. Billing & Commercial Measurement (Post-Award)
Prepare and verify Client RA Bills / IPCs as per executed quantities and contract BOQ
Review and certify subcontractor/vendor bills against BOQ/work orders and measured quantities
Prepare extra item statements, variation orders, and rate justification notes
Ensure billing documentation is contract-compliant and audit-ready
C. Cost Control & Reconciliation
Track budget vs actual cost and identify cost deviations
Prepare quantity reconciliation and material reconciliation statements
Support monthly cost reporting, billing status tracking, and cash-flow-related commercial inputs
Maintain cost databases and standard templates for future bids and benchmarking
D. Cross-Functional Coordination
Coordinate with design, site, planning, contracts, and procurement teams for quantity and costing inputs
Participate in billing reviews, technical-commercial discussions, and pre-bid clarifications (as needed)
Must-Have Requirements (Please Apply Only If You Meet These)
Bachelor’s Degree in Civil Engineering (recognized University / Institution)
5–7 years of relevant experience in estimation, billing, and costing for civil/infrastructure EPC projects
Hands-on experience in at least one of the following:
Roads / Highways
Buildings
Urban Infrastructure
Townships / Redevelopment
Strong working experience in:
BOQ Preparation
Quantity Take-Off (QTO)
Rate Analysis
Tender Costing
Client RA Billing
Subcontractor Billing
Ability to independently interpret:
Drawings
Technical specifications
BOQs
EPC contract/payment clauses
Experience in government/public-sector projects preferred
Ability to work with minimal supervision and maintain commercial accuracy
Tools & Technical Proficiency (Mandatory / Preferred)
Mandatory
AutoCAD (for drawing interpretation and quantity extraction)
MS Excel (Advanced) — estimation sheets, rate analysis, billing formats, reconciliation, reporting
MS Office
Preferred
Exposure to ERP / estimation / billing software
Strong practical knowledge of:
CPWD norms
MoRTH specifications
SOR-based costing
Rate analysis standards

This Role Is NOT a Fit If
· You have less than 5 years of core estimation/billing experience
· Your experience is limited to interiors / small private projects
· You have not handled RA Bills, BOQs, rate analysis, and EPC tender costing
· You are not comfortable with government costing standards (CPWD/MoRTH/SOR)
