Position Summary

The Director - Human Capital plays a strategic role in managing the human resources and learning functions to ensure the organization attracts, develops, and retains top talent, aligned with business goals. This position involves overseeing the recruitment process, employee development, performance management, and training programs to build a high-performing, skilled, and motivated workforce.

Key Responsibilities

- Regularly review internal and external compensation & benefits market data, including relativities, in order to ensure the organization is competitive in the market place & is able to attract & retain personnel.

- Assess organizational development needs & appropriately identify development activities that will support the growth of local resources in order to improve the overall efficiency & capability of the organization’s resources for business success.

- In cooperation with the management team & HRD assess organizational resource needs, including type and skill mix, in order to ensure the organization has the appropriate resources to fulfill business requirements.

- Implement procedures & practices that encourage a high performing culture to ensure the organization optimizes its human resources for business success.

- Provide advice to the management team and staff members on employment conditions & employment law.

- Ensure the organization is in full compliance with all local employment legislation including those relating to employee benefits, termination, etc.

- Oversee the organization’s occupational health & safety policies & procedures; developing of local policies in order to ensure consistency & equity in the management of human resources and to encourage best practices.

- Regularly report to Corporate HR as requested.

- Serve as counsel and adviser in handling labor related cases.

- Develops and implements screening and recruiting systems to ensure qualified candidates are hired for vacancies.

- Ensures the effective administration of all visa processing and related activities.

- Maintains complete, accurate and up to date employee files.

- Co-ordinates all administrative functions with regard to employee insurance, vacation, public holiday and sick leave.

- Monitors the morale of the employees and advises Department Heads and General Manager on the status of employee satisfaction.

- Administers all employee transfers both inter-hotel and inter-company.

- Prepares, monitors and controls the hotels annual Human Resources budget.

- Maintains efficient administration within the department preparing and submitting operational reports on time.

- Ensures that all hotel licenses and permits are current and processes the necessary renewals.

- Develops and maintains safety at work programs to ensure a safe and secure working environment.

Qualifications

- Bachelor’s or Master’s Degree in Human Resources, Hospitality Management, or a related field.

- 5 to 7 years of relevant experience in HR and learning & development, with a preference for experience in the hospitality industry (Singapore experience is a plus).

- Strong knowledge of local employment legislation and HR best practices.

- Proven ability to lead and implement HR and learning policies effectively.

- Strong communication, organizational, leadership, and interpersonal skills.

- Excellent coaching and counseling abilities, with an approachable and dynamic personality.

- Ability to design and facilitate training programs for both small and large groups.

- Proficient in using HR software, training management tools, and computer applications.

- Ability to thrive in a fast-paced, multi-cultural environment with a customer- and result-oriented mindset.
