Purpose
Establish the control centre of Sera Neon, ensuring capacity, utilisation, governance, risk management, and reporting are disciplined, predictable, and commercially aligned.
The Head of PMO builds the operational backbone that connects Delivery, Customer Success and Finance - creating visibility, control, and planning across the full portfolio.
Objectives
Establish a robust portfolio-level view of demand, capacity, utilisation, and commercial exposure.
Ensure bench management and workforce planning optimise margin, minimise idle time, and avoid delivery bottlenecks.
Lead onshore recruitment and provide guidance to the offshore talent team.
Embed consistent internal and external reporting standards across the portfolio.
Hold the interface between Delivery and Customer Success, ensuring portfolio data, utilisation insight, delivery risk and client health indicators are integrated.
Own corporate risk management, ensuring visible and proactive mitigation.
Develop and operate a Centre of Excellence that captures artefacts, templates, governance models and Sera Neon ways of working.
Provide selective client-facing PMO leadership (PMOaaS and portfolio governance) while maintaining internal operational control.

Billable Expectations
Approximately 30% billable time through:
• PMO-as-a-Service (PMOaaS) engagements
• Direct delivery of portfolio governance or project management
• Client-facing reporting and programme control assignments
70% focused on internal portfolio leadership, governance, planning and control.

Portfolio Visibility & Demand Planning
Single source of truth for pipeline → active delivery → bench → forecast demand. Clear forward view of capacity gaps and hiring needs.
Capacity, Utilisation & Bench Management
Structured forecasting model aligned to sales pipeline, ensuring optimal utilisation and reduced idle capacity.
Customer Health & Portfolio Insight Integration
Portfolio reporting incorporates customer risk indicators, renewal timing, utilisation patterns and delivery performance — feeding directly into Customer Success planning and executive oversight.
Workforce Planning & Recruitment Discipline
Onshore recruitment process ownership; structured governance and quality control across offshore recruitment streams; robust vetting and onboarding controls.
Corporate Risk & Escalation Management
Centralised risk register spanning delivery, commercial, capacity and compliance risks, clear mitigation plans and executive visibility.
Internal & External Reporting Framework
Standardised RAID, financial, utilisation, portfolio health and client reporting packs - predictable cadence and no surprises.
Centre of Excellence (CoE)
Ownership of Sera Neon artefacts, templates, governance models, delivery frameworks and ways of working; version control and continuous refinement.
Onboarding & Assurance Controls
Consistent hiring, vetting, onboarding and induction standards across employees and associates.
Cross-Functional Portfolio Alignment
Tight working rhythm with Sales (pipeline), Delivery (resource allocation), Customer Success (client risk), and Finance (margin & forecasting).

Predictable Capacity & Customer-Ready Delivery
Forward demand and renewal cycles are visible 3–6 months ahead; utilisation is controlled; delivery teams are aligned to customer growth and renewal plans.
Portfolio Transparency & Control
Clear, standardised reporting and risk visibility reduce escalations and eliminate “surprise” issues at executive level.
Scalable PMO & Centre of Excellence
A repeatable, documented operating model exists, enabling growth without loss of quality, control, or margin.
