About the role:
The Estimator / Quantity Surveyor is responsible for preparing accurate cost estimates, Bills of Quantities (BOQs), budgets, and cash flow forecasts for building and infrastructure projects. The role supports decision-making across project planning, sales pricing, contract administration, cost control, and final cost closure.
Key Responsibilities
1. Estimation & Pre-Contract Activities
Prepare high-level project budgets based on concept and schematic designs.
Develop pre-launch cost estimates using detailed quantity take-offs from drawings.
Prepare Bills of Quantities (BOQs) for pre-contract and feasibility stages.
Conduct rate analysis for various construction activities.
Provide budget inputs for sales pricing, cash flow planning, and financial forecasting.
2. Contract BOQ Preparation & Review
Study tender drawings, technical specifications, and scope of work.
Review BIM models to extract quantities and assess costs for major construction activities.
Compare contractor-submitted detailed BOQs against:
Approved launch budget
Original design intent
Tender scope and specifications
Identify variations, deviations, exclusions, and discrepancies in submitted BOQs.
Support finalization and approval of the Contract BOQ.
3. Value Engineering
Identify and evaluate value engineering proposals across disciplines including:
Structural
MEP
Faรงade
Assess technical feasibility, design compliance, and cost impact of VE proposals.
Quantify cost savings and benefits arising from value engineering initiatives.
Coordinate with design consultants and peer review consultants for VE evaluation.
4. Post-Contract Variation & Change Management
Evaluate and assess variation orders arising during project execution.
Analyze cost impact of design changes and scope modifications.
Prepare recommendations for approval or rejection of variation claims.
Respond to contractor variation submissions in line with contract terms.
Ensure variations are accurately reflected in cost reports and final accounts.
5. Cost Control & Reporting
Support cash flow planning and monitoring throughout the project lifecycle.
Assist in billing, invoicing, and cost tracking activities.
Contribute to final cost closure and reconciliation against approved budgets.
