PMU Team Leader – Urban Planner | Jhansi (On-site) Skyline Architectural Consultant | Full-time | Government / City Development

Skyline Architectural Consultant is hiring a PMU Team Leader – Urban Planner to lead a 30-member multidisciplinary PMU team in Jhansi and drive city-wide development and transformation in one of India’s most historic cities. This is a high-impact leadership role for a planner who can combine urban vision, execution discipline, and government coordination to deliver planning-led change on the ground.

What You’ll Lead A multidisciplinary PMU team of ~30 professionals City-wide planning and development initiatives (urban infrastructure, redevelopment, planning strategy) Master planning, DPRs, feasibility studies, and implementation support Coordination with government departments, development authorities, and municipal stakeholders Planning interventions that balance historic city character with modern urban growth

Key Responsibilities ·

Lead and manage the PMU’s planning workstream, team outputs, timelines, and quality ·

Prepare/review Master Plans, Zonal Plans, Development Plans, and area-based planning strategies ·

Guide DPR preparation, feasibility studies, concept notes, and technical reports ·

Drive land-use planning, spatial analysis, infrastructure planning, and urban redevelopment strategies ·

Coordinate with architects, engineers, MIS teams, and government authorities ·

Handle statutory/regulatory coordination and ensure compliance with planning norms and DCRs ·

Present planning recommendations, review notes, and progress updates to senior officials ·

Support implementation monitoring, project prioritization, and city-level development tracking ·

Integrate sustainability, resilience, and execution-ready planning approaches into all initiatives

Eligibility (Mandatory) Master’s Degree in Urban Planning / Urban & Regional Planning (M.Plan or equivalent) Only Master’s-qualified Urban Planners will be considered 7+ years of relevant experience in urban planning / regional planning Strong experience in: Master Planning DPR Preparation / Feasibility Studies Statutory / Regulatory Coordination Government / Development Authority / Municipal projects Experience leading multidisciplinary teams / project workstreams Strong reporting, documentation, and stakeholder coordination skills

Willingness to work on-site in Jhansi Preferred Profile PMU / program management experience on public-sector urban projects Experience in historic city planning / redevelopment / conservation-sensitive planning GIS proficiency (ArcGIS / QGIS) AutoCAD (planning coordination/review) Strong government-facing communication and presentation skills CEPT and SPA pass-outs will be given preference
