Role Summary
The Government Liaison and Approvals person will be responsible for developing and managing business relationships with government departments, public sector undertakings (PSUs), infrastructure authorities, and institutional buyers for ET-TMT.
The role combines government liaison expertise with business development and tender management capabilities to acquire various departments approvals for ET-TMT and drive revenue from public sector and infrastructure projects.
Key Responsibilities
1. Government & Institutional Sales Development
Identify key govt departments/projects and procure relevant ET-TMT brand approvals and develop business opportunities with:
Central & State Government Departments
Public Works Department (PWD)
Railways
Municipal Corporations
Defence Projects
Infrastructure & Smart City Projects
Public Sector Undertakings (PSUs)
Build relationships with key decision-makers, procurement heads, and engineers.
2. Tender Management & Institutional Bidding
Monitor government portals for tenders related to TMT supply.
Coordinate preparation and submission of technical and commercial bids.
Ensure compliance with tender specifications, certifications, and eligibility norms.
Liaise with finance and logistics teams for EMD, bank guarantees, and documentation.
Track bid status, negotiations, and contract finalization.
3. Rate Contracts & Vendor Registration
Facilitate vendor registration with government departments and PSUs.
Secure rate contracts and empanelment approvals.
Maintain updated documentation such as ISO certifications, BIS certifications, GST records, etc.
Ensure renewal of registrations and approvals.
4. Relationship & Network Building
Maintain strong working relationships with:
Project Engineers
Procurement Officers
Contractors handling government projects
Represent the company in pre-bid meetings and technical discussions.
Attend industry forums and infrastructure networking events.
5. Market Intelligence & Policy Tracking
Track infrastructure budgets, government spending announcements, and policy changes.
Monitor steel usage in public infrastructure programs.
Analyse competitor participation in government projects.
Provide inputs to pricing strategy for institutional business.
6. Coordination with Internal Teams
Work closely with production planning to align supply schedules.
Coordinate with dispatch/logistics for timely delivery to project sites.
Ensure payment follow-up and resolution of billing issues.
Provide sales forecasts for government/institutional segment.
7. Compliance & Documentation
Ensure adherence to government procurement rules.
Maintain records of contracts, correspondence, and approvals.
Support audit requirements for institutional sales.
Required Qualifications
Bachelor’s degree in Business, Marketing, Commerce, or Engineering.
MBA (Marketing) preferred.
15–30 years of experience in Institutional Sales / Government Sales in Steel, TMT, Cement, or Construction Materials.
Key Skills & Competencies
Strong understanding of government procurement systems.
Experience in tendering and rate contract management.
Excellent negotiation and relationship-building skills.
Knowledge of infrastructure and construction market.
Ability to manage documentation and compliance requirements.
Strong follow-up and closing capability.
Key Performance Indicators (KPIs)
Revenue generated from government & institutional segment.
Number of successful tenders won.
Vendor registrations and rate contracts secured.
Payment cycle efficiency.
Expansion of institutional client base.
Preferred Experience
Experience supplying TMT to government infrastructure projects.
Familiarity with BIS standards for TMT bars.
Exposure to large EPC contractors and PSU procurement systems.
