practice helps government bodies modernize public services through technology. It offers strategic consulting, digital architecture, and sector-specific solutions across areas like transport, water, justice, and finance. The team enables large-scale e-Governance, data analytics, and automation to improve efficiency and citizen experience.
>> About the Role:
The Procurement Expert will lead end-to-end procurement activities, ensuring compliance with Government of India (GoI) and Government of Chhattisgarh (GoCG) guidelines. The role requires strong expertise in contract management, supplier relationship management, risk mitigation, and procurement advisory for strategic decision-making. The candidate will work closely with CHiPS leadership, internal teams, and external vendors to ensure transparent, efficient, and compliant procurement processes.
>> Key Responsibilities:
1. Contract Management
Draft, review, and manage contractual agreements.
Lead negotiation of contract terms and conditions.
Track contract lifecycle, milestones, and maintain documentation.
2. Vendor Negotiation
Lead high-value and complex vendor negotiations.
Conduct comparative technical and commercial evaluations.
3. Compliance Management
Ensure compliance with GoI/GoCG procurement norms.
Strong understanding of CVC Guidelines, GFR Rules, IT Act 2000, and other regulatory frameworks.
4. RFP/EoI/Procurement Documentation
Prepare RFPs, EoIs, RFQs, bid documents, and procurement templates.
Coordinate with technical, legal, and finance teams.
Manage publication, pre-bid meetings, bidder clarifications, and corrigenda.
5. Supplier Performance Management
Evaluate supplier performance through KPIs and scorecards.
Track SLAs and drive vendor improvements.
6. Reporting & Documentation
Prepare procurement reports, summaries, and dashboards.
Maintain audit-ready documentation and compliance records.
7. Supplier Relationship Management
Build and maintain vendor relationships.
Handle contract disputes and vendor grievances.
8. Cross‑Departmental Coordination
Collaborate with finance, legal, technical, and project teams.
Support planning, forecasting, and budgeting inputs.
9. Risk Management
Identify procurement and contract-related risks.
Develop risk mitigation strategies and preventive controls.
10. Advisory Role
Provide strategic procurement advisory to leadership.
Conduct procurement-related trainings and workshops.
Support procurement and compliance audits.
>> Education:
B.E./B.Tech / MBA (or equivalent) / Relevant Master’s Degree
>> Experience
Minimum
10+ years of relevant procurement experience
Government project experience is mandatory
Prior experience in the
IT domain
is preferred
Professional certifications such as
CPSM, CPPP, or equivalent
will be an added advantage
>> Preferred Skills:
Strong knowledge of government procurement (GFR, CVC, Manual for Procurement).
Experience in e‑procurement platforms and online tendering systems.
Familiarity with IT/ICT procurement, software licensing, and service‑based contracts.
Expertise in contract negotiation and vendor management.
Understanding of compliance frameworks, audits, and legal aspects of procurement.
Ability to prepare high‑quality procurement documents and contract drafts.
Strong analytical and financial evaluation skills.

End‑to‑end procurement cycle management
RFP drafting, bid evaluation, and contract drafting
Knowledge of public procurement rules, GFR, CVC guidelines
Vendor and contract risk assessment
Proficiency in MIS, documentation, and audit compliance
Strong understanding of IT procurement and service-level frameworks
