Head of Project Development

Title: Head – Project Development & Engineering Planning Location: Karnal, Haryana (Project Site / HO as required) Experience: 15+ Years Industry: Solar PV Cell Manufacturing Project

Role Overview: We are looking for a seasoned leader to head the development and pre-execution planning of a large-scale Solar PV Cell Manufacturing Project. This is a high-visibility role reporting directly to the Directors, responsible for designing, structuring, and de-risking the project before full-scale EPC execution.

Role Objective To develop a technically optimized, cost-effective, and execution-ready Solar PV Cell manufacturing facility — including DPR preparation, CAPEX freeze, consultant finalization, subsidy structuring, and complete pre-execution readiness.

Key Responsibilities Concept & Master Planning Finalize plant master layout with architect and process teams Integrate full manufacturing process flow Plan and optimize utilities (Power, Water, HVAC, Compressed Air) Lead sustainability planning including ZLD, ETP & waste management Ensure scalability for future expansion

DPR & Engineering Finalization Prepare detailed bankable DPR Develop CAPEX estimates with high accuracy Freeze BOQ and technical specifications Evaluate and finalize design consultants Lock technical scope prior to tendering

Pre-Execution Readiness Develop tender packaging and contracting strategy (EPC / Item Rate / PMC) Lead vendor pre-qualification and technical evaluation Prepare detailed risk register Structure project documentation to enable government subsidy eligibility and approvals

Must-Have Experience 15+ years in industrial project development Direct exposure to Solar PV Cell Manufacturing plants (mandatory) Experience in ₹500 Cr+ greenfield manufacturing projects Strong expertise in DPR preparation, CAPEX planning, and vendor evaluation Utilities & sustainability exposure (Water optimization, Load assessment, ZLD, ETP compliance) Experience coordinating with consultants and outsourced engineering partners

Education B.E./B.Tech in Mechanical / Electrical / Civil / Industrial Engineering (M.Tech / PMP / Chartered Engineer preferred)
