Assistant Manager

Position Title Assistant Manager – Jetty / Marine Operations Employee Interviewed 20.04.2024 Company EBTSL Grade / Level M-10 Division / Department Marine Location Salaya, Jamnagar

JOB PURPOSE

: To ensure periodic Drills, exercises & oil Spill drills are conducted in port. Monitoring closely the lighterage operation along with supervision of mooring operation and close communication between vessel and Head Marine/Port Captain. Assistance in maintenance and upkeep of fenders and navigational Buoys in the channel. To ensure Marine Control Room is manned at all times. Point of Contact for Vessels and Response Team in case of any emergency. Bunker Survey of Crafts at berth.

ORGANISATIONAL CHART: Head Marine > Self

ACCOUNTABILITIES & RESPONSIBILITIES: Role Activities 1. To ensure periodic Drills, exercises & oil Spill drills are conducted in orderly fashion. - Effective planning, of monthly Drills Exercises at Jetty and record keeping. 2. To Board the mother Vessels during Lighterage operations. - Due to Restricted Draft at Jetty lighterage operation is done for Cape Size vessel and discharging of cargo by floating crane to barges to lighter the vessel and achieving the prescribed drafts by head marine to safely bring the vessel to berth.

3. Maintenance & upkeep of Fenders and Floating Buoys -Assisting in maintenance of Fenders at Jetty and Floating Buoys maintenance as required. Monitoring the navigational buoys re in functional condition at all times by cross verifying with the tugs and crafts plying in port limits.

To Ensure Marine Control room is manned at all times. - To ensure Marine Control Room is manned at all times and continuous GMDSS watch is maintained on VTMS feed and VHF for communication with VTS Sikka and all arriving Vessels at anchorage or at berth or any Crafts at Berth. Communicating with the vessel and sending/receiving of the information from the vessel. 5. Points of Contacts during Emergency. -To ensure points of contacts for Vessels and response team during any emergency.

Bunker Survey of Crafts - To ensure Monthly Bunker survey of Crafts

KEY CHALLENGES Communicate with Pilot, Vessel and Tugs and ensure actions taken for the timely and safe berthing / un-berthing operation. If required, to board the mother vessel during lighterage operation for supervising mooring operation & lighterage operation and to liaise with vessel. Communicate with Operations team, Tugs, Floating Crane and Vessel for smooth and efficient lightering operation at anchorage. Ensure safe mooring / unmooring of tug/ marine craft @ EBTSL jetty. To ensure mooring crew are conversant with the operation to be performed by conducting tool box talks prior to the mooring operation. Communicate with cargo control room for all cargo operation related issues or in case of emergency. Point of contact for vessel and Response team in case of any emergency. To ensure any non – compliance from Ship reported by Jetty Officer to be brought to notice of Head marine and Note of Protest to be issued to vessels as per given instruction of Head Marine. Ensuring good housekeeping in MCR & Jetty at all times and restricts entry of any unauthorised persons in MCR. To ensure that ship - shore gangway along with extension is placed in a safe position and the operation itself is conducted in a safe manner without any untoward incidents. Maintenance and upkeep of fenders and floating buoys as directed by Head Marine. To ensure the compliance of company’s HSEQ policy and procedures. Any other duties specified by the Pilot / Head Marine.

INTERACTIONS: Internal Interactions :

Daily interaction with Marine team (Radio and jetty officers) for safe and efficient working of Marine control room. DIMENSIONS: Major Dimension

Safe and smooth vessel’s movement in port and Lighterage operation.

Other Dimensions

Fully aware of documentation carried out before /after Berthing- Unberthing of Vessels. Record keeping / Maintaining Radio log book for all marine operations at port Facility. .

SKILLS & KNOWLEDGE Educational Qualifications & Certifications:

Sc and Pre Sea from AMS.

Total Years of Experience / Relevant Experience:

3 to 5 years

Functional Skills:

Good communication skill and proficient in English. Computer Skills including MS Office and excel. Behavioural Skills:

Positive and hardworking attitude. A team player. Leadership skill and strong decision making.
