We are currently seeking a highly capable and experienced professional to join our leadership team as
HR & GA Manager .
Key Responsibilities
Develop and manage the Human Resources & General Affairs (HRGA) budget in alignment with mall operational requirements.
Monitor and control budget utilization to ensure cost efficiency and effectiveness.
Lead and oversee all Human Resources functions, including manpower planning, recruitment, payroll administration, training & development, performance management, and industrial relations, in accordance with company policies and objectives.
Manage General Affairs operations, including office asset management, licensing and permits, general administration, facility management, and coordination with external vendors and authorities.
Supervise and coordinate outsourced personnel (security, cleaning services, parking attendants, etc.) in collaboration with the mall operations team to ensure service excellence and compliance with standards.
Ensure full compliance with labor regulations and internal company policies while effectively handling employee relations matters.
Create and maintain a professional, conducive, and service‑oriented work environment aligned with the dynamic nature of mall operations.
Prepare and submit periodic HRGA reports to the direct supervisor covering manpower planning, operational costs, industrial relations issues, and general administrative matters.
Qualifications
Bachelor’s degree in Psychology, Law, Human Resources Management, or a related discipline.
Minimum of 8 years of experience in Human Resources & General Affairs, with at least 3 years in a managerial or equivalent leadership role.
Prior experience in property, shopping mall, retail, hospitality, or commercial building industries is highly preferred.
Strong knowledge of end‑to‑end HR processes, including manpower planning, recruitment, payroll, performance management, training & development, and industrial relations.
Solid understanding of labor laws and operational licensing requirements for commercial buildings.
Proven experience in managing outsourced workforce (security, cleaning services, parking, etc.).
Demonstrated ability to develop and control HRGA budgets effectively.
Strong leadership, communication, and negotiation skills.
Willing to be based in Balikpapan, East Kalimantan.
