LEAP Program Description
Global Solutions Ventures (GSV) – a joint‑venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long‑term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA‑supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long‑term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About The Position
The Senior PMDT Advisor will support Indonesia’s National TB Program (NTP) in delivering life‑saving humanitarian assistance service delivery in full alignment with the Presidential Executive Order directives. The Advisor’s primary focus is to provide technical support for direct service delivery, with a special emphasis on strengthening quality diagnostics and treatment services for TB patients through expert assistance in the programmatic management of drug‑resistant TB.
The Advisor will support the NTP in the effective adoption and implementation of life‑saving interventions for TB, with a focus on the detection, treatment and prevention of TB and M/XDR‑TB. The Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support, working closely with the National TB Program activities and the Global Fund. The Advisor will provide daily support to the NTP on all drug‑resistant TB issues and collaborate closely with the U.S. Department of State (DoS) Health Assistance Unit in Indonesia.
The Advisor will be based at the National TB Program within Indonesia’s Ministry of Health (MOH). The Advisor will receive directions from the National TB Program Manager, who will serve as the Onsite Manager. The Advisor will report to the U.S. Department of State Health Foreign Assistance Unit in Indonesia on a weekly and monthly basis.
Responsibilities
Support the NTP in effective delivery of life‑saving humanitarian assistance (LHA) and service delivery by providing technical expertise and advice for the implementation of National Strategic Plan (NSP) to address Drug‑resistant TB in Indonesia
Serve as an expert advisor on programmatic components of drug‑resistant TB (DR‑TB) program.
Provide guidance and expert opinion on the DR‑TB cascade of care, from detection to treatment initiation and support, for both adults and children.
Assist the NTP with effective supervision and capacity building for DR‑TB sites, including mentorship, cohort monitoring, quality improvement tools, and improved supervisory arrangements to enhance the consistency and quality of clinical practice in PMDT.
Support the development of a national plan for expanding DR‑TB treatment sites.
Review policy options for new regimens, staying current on global updates for new drug (ND) shortened treatment regimen (STR), to ensure early adoption of international guidelines.
Build NTP capacity for the introduction, implementation and scale‑up of the new DR‑TB drug regimens, including developing training curricula, guidelines, and standard operating procedures (SOPs).
Analyze factors underlying suboptimal PMDT performance and support the NTP in planning and implementing strategic corrective actions.
Guide the national process of adopting and scaling up a customized DR‑TB comprehensive package.
Strengthen NTP PMDT capacity in data analysis for continuous improvement of DR‑TB program management
Strengthen NTP capacity in DR‑TB data systems for collecting and using data at all levels of the health system, including key indicators to monitor progress towards DR‑TB targets.
Implement the DR‑TB data‑related recommendations from NTP reviews, epidemiological assessments, and other external missions; analyze ongoing issues related to accurate, timely, and complete reporting; and identify options for corrective action.
Ensure ongoing DR‑TB data analysis and visualization for regular TB situation updates.
Support collection, compilation, and validation of TB data for annual submission for the Global TB Report.
Support NTP in effective utilization of Global Fund (GF) grants and other donors’ resources
Support the NTP in expanding ongoing efforts in active TB drug‑safety monitoring and management (aDSM) and strengthening the reporting and management of serious adverse events (SAEs), including integrated pharmacovigilance.
Provide technical support to the NTP to oversee a well‑coordinated PMDT program; introduce new tools and strategies; and assist in expanding ambulatory care throughout the country.
Provide regular updates on PMDT progress to the NTP and U.S.DoS Health Foreign Assistance Unit in Indonesia, including developing and submitting monthly technical progress reports and bi‑annual monitoring and evaluation reports to the U.S. DoS Health Foreign Assistance Unit.
Participate in regular conference calls with the U.S. DoS Health Assistance and other donors as required.
Assist in identifying and introducing innovative approaches to improve treatment outcomes for MDR, pre‑XDR, and XDR‑TB patients.
Reporting
The Senior PMDT Advisor will report to and receive technical directions from the NTP Manager and will work in close collaboration with the U.S. DoS Health Assistance team. The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month to the NTP manager and Department of State TB focal points and will meet with the DoS Health Foreign Assistance team on a quarterly basis to review activities and priorities. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.
Qualifications
Advanced degree in medicine (MD) or other relevant higher education degree.
A minimum of seven years of relevant experience with at least 3 years of DR‑TB experience.
Experience implementing DR‑TB program or activities; clinical experience providing care to DR‑TB patients is preferred.
In‑depth knowledge and hands‑on experience in the clinical management of drug‑resistant TB is an advantage.
Demonstrated ability to review, analyze and provide technical advice on quality PMDT programs at national level.
Demonstrated knowledge of global and national policies and best practices on the management of drug‑resistant TB.
Knowledge of ongoing and emerging issues in PMDT, such as epidemiology, international policy, evidence development, MDR‑TB control strategies, shorter MDR regimens, novel drugs, and diagnostics tools.
Experience facilitating training and delivering capacity building.
Experience working with key stakeholders in the Indonesian National TB program and international development partners.
Fluency in written and spoken English.
Professional proficiency in written and spoken Bahasa Indonesia.
