Program context
The Investments in Forests and Sustainable Land Use Programme – Phase 2 (IFSLU2) is a flagship programme in the Climate, Environment and Natural Capital practice area. IFSLU2 supports businesses and investment models that enhance forest and sustainable land use while protecting forests, restoring degraded land and improving agricultural practices across the tropical forest belt. Funded by the UK government, the programme runs for five years from 1 February 2025 with the possibility of renewal.
The Position
The Monitoring, Evaluation & Learning (MEL) Officer will design and deliver MEL for IFSLU2 projects and grants in West Africa. The role supports the regional team, contributes to cross‑programme MEL activities, and works closely with the UK‑based MEL and GESI teams.
Key responsibilities include designing interventions, monitoring projects, analysing gender‑disaggregated data, developing learning products, and reporting on outcomes.
Key Responsibilities
Work with the regional team on project selection and impact assessment:
Support colleagues and partners in developing projected outputs and outcomes linked to potential projects.
Conduct periodic assessment and review of projections.
Assist with project‑level result verification and reporting across all outcome areas.
Identify differences in beneficiaries by gender and other marginalized groups.
Support IFSLU2 projects and grantees in MEL planning:
Review project theories of change and align with programme frameworks.
Select output and outcome results and develop monitoring plans.
Gather and analyse data, including field‑level collection where required.
Develop learning and knowledge products:
Design and write case‑based results to support wider programme learning, focusing on beneficiaries and social groups.
Deliver learning and capacity development activities:
Provide training on MEL for team members, projects, and stakeholders, emphasizing gender disaggregated data.
Facilitate discussions to capture lessons across the programme.
Design and undertake MEL interventions and monitoring at project level, including field visits.
Contribute to reports and learning linked to regional MEL activities.
Assist regional leadership in applying MEL data and evidence.
Other duties as assigned, including meeting facilitation.
Reporting
The MEL Officer reports directly to the Regional Manager, West Africa and works closely with the UK‑based central MEL and GESI teams.
Essential Experience and Attributes
Experience in MEL for sustainable land use, ecological restoration, agroforestry, or agriculture.
Mobilisation of public or private finance for climate or environmental initiatives.
Knowledge of sustainable livelihoods and GESI data disaggregation.
Monitoring and evaluation of development programmes.
Theory of change and results framework development.
Qualitative case‑based reporting skills.
Collection, analysis, and interpretation of gender‑disaggregated data.
Interest in developing knowledge and skills.
Ability to manage multiple tasks and complex projects.
Strong problem‑solving and decision‑making skills.
Commitment to diversity, inclusion, and equity.
Effective collaboration across distributed teams.
Fluency in spoken and written English.
Desirable
Experience in tropical forest or sustainable land use programmes.
GIS and spatial data analysis.
Gender and social inclusion impact analysis.
Rural and agricultural systems development.
Knowledge of sustainable supply chains in key tropical forest commodities.
Training and capacity development in MEL.
Proficiency in French.
