National Consultant – Health Labour Market Analysis, Indonesia Position Overview:

The World Health Organization (WHO) seeks a qualified consultant to coordinate and support data collection, analysis, and policy recommendations for the Health Labour Market Analysis (HLMA) in Indonesia. The role, based in Jakarta, is part‑time (25%) for 7 months (2 January – 31 July 2026).

Purpose of the Consultancy To coordinate and support data collection for the HLMA in Indonesia, working closely with the HLMA Working Group and key ministries to produce high‑quality analytical and policy outputs.

Key Responsibilities

Coordinate across stakeholders and manage the HLMA Working Group.

Compile, validate, and manage required datasets.

Ensure timely delivery of high‑quality analytical and policy outputs.

Organize and document HLMA workshops (inception, mid‑term, final).

Contribute to drafting the final HLMA report and policy brief.

Prepare and facilitate the HLMA policy dialogue.

Deliverables

HLMA Inception and TWG Establishment Report – December 2025

HRH Data Mapping and Collection Framework Report – January 2026

Preliminary data analysis report and presentation at mid‑term workshop – February 2026

Final data analysis and draft recommendations validated via final workshop – March 2026

Final HLMA report, policy brief and presentation – May 2026

Report of HLMA policy dialogue – July 2026

Methods to Carry Out The Activity

Support establishment and meetings of the Technical Working Group (TWG).

Identify and document available HRH data sources, develop tools and templates.

Compile, validate, and organize quantitative and qualitative data.

Conduct initial analysis of workforce trends and distribution.

Document findings, conduct root‑cause analysis and develop draft recommendations.

Present findings for stakeholder validation and finalize reports.

Prepare the HLMA policy dialogue.

Technical Work

Assist in developing the HLMA Technical Working Group.

Facilitate coordination for all HLMA workshops.

Refine priority policy questions with MOH and WHO.

Support quantitative and qualitative data collection activities.

Conduct data analysis on workforce supply, demand, and distribution.

Prepare presentations and technical briefs for validation workshops.

Support drafting of the HLMA analytical report and policy brief.

Communicate with the existing HLMA Technical Working Group.

Logistical and Administrative Work

Organize and document HLMA‑related workshops and meetings.

Coordinate with MOH departments, WHO staff, and stakeholders.

Maintain regular communication and ensure timely submission of deliverables.

Prepare progress reports, meeting summaries, and supporting materials.

Educational Qualifications Essential:

Bachelor’s degree in public health, nursing, statistics, health information management, data science, or a related field.

Experience Essential:

At least two years’ experience working with the Ministry of Health (MOH) and DG SDMK on HRH policy and planning frameworks.

Skills and Knowledge

Data collection and management (quantitative and qualitative).

Strong analytical and writing skills.

Experience with health labour market analysis.

Good coordination and communication skills.

Detail‑oriented and capable of managing and checking data accurately.

Teamwork and collaboration skills.

Languages and Level Required Expert knowledge of written and spoken English.

Location & Travel On‑site at the Directorate General of Health Human Resources, Ministry of Health Indonesia, and WHO Country Office Indonesia. Domestic travel may be required for workshops, consultations, and coordination meetings.

Remuneration and Budget Rate: IDR 15,000,000 per month (part‑time 25%). Duration: 2 January – 31 July 2026.
