Overview Having operated in Indonesia for over four decades, IOM Indonesia is one of the largest IOM country missions globally, implementing a broad portfolio of programmes in collaboration with the Government of Indonesia, civil society organizations, private sector stakeholders, migrants, and local communities. Its thematic focus includes Counter‑Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Immigration and Border Governance (IBG), Migration Health, Refugee Care, Resettlement and Returns, Climate and Resilience, as well as Migration Policy and Data.

In the migration management, irregular migration poses significant risks to both migrants and smuggling facilitators. Migrant smuggling networks exploit economic migrants seeking better job opportunities abroad. As a result, smuggling crime has evolved into highly organized and profitable criminal enterprises where Indonesia plays a vital role as a transit country. The role of coastal communities in facilitating irregular migration is crucial, ranging from being the captain, procuring boats and machines, supplying food, water, and fuels, as well as arranging migrants’ accommodation.

Trafficking in persons often intersects with smuggling, where migrants are exploited, regardless of their status. The case management team, operating under IOM’s Counter Trafficking sub‑unit, supports the Government of Indonesia to provide direct support to victims of trafficking, including identifying and screening victims, providing physical and mental health rehabilitation support, and helping with their return and reintegration efforts.
