Job Description
The HR Operations Manager oversees all core human resources functions at SM+, encompassing payroll, general affairs, recruitment, talent management, and organizational development. The role ensures operational excellence, legal compliance, and people growth through robust systems, policies, and programs that enhance employee experience and organizational capability. The position plays a critical role in translating strategic HR direction into actionable processes that support SM+โs rapid expansion in Indonesiaโs digital infrastructure sector.
Responsibilities of HR Operations Manager
1. HR Operations & Compliance
Lead the end-to-end HR operations process including employee data, contracts, and compliance with labor laws and company regulations.
Develop, update, and standardize HR policies and SOPs to ensure consistency across departments.
Maintain accurate HR documentation and ensure readiness for audits or regulatory reviews.
2. Payroll & General Affairs (GA)
Supervise and ensure timely payroll processing, including salary, benefits, tax (PPh 21), BPJS, and other statutory contributions.
Oversee GA functions including office management, procurement coordination, and asset tracking.
Manage vendor relationships and cost efficiency for GA-related services.
3. Recruitment & Onboarding
Lead the full recruitment cycle from manpower planning, sourcing, selection, to onboarding.
Ensure recruitment strategies align with business growth and employer branding initiatives.
Develop a smooth and structured onboarding process to enhance employee integration and retention.
4. Talent Management & Organizational Development
Design and implement talent management frameworks including performance evaluation, career pathing, and succession planning.
Support VP of HR in conducting capability assessments and competency mapping across departments.
Initiate organizational development programs such as leadership training, employee engagement, and culture-building activities.
Collaborate with management to identify and bridge skills gaps through targeted learning programs.
Manage HRIS and ensure data accuracy and confidentiality.
Analyze HR data to provide insights on workforce trends and improvement areas.
Drive automation and process improvements to enhance efficiency and employee experience.
Lead and coach the HR Operations team across functional areas.
Partner with business leaders to address HR operational and people-development needs.
Promote a collaborative, service-oriented, and performance-driven HR culture.
Profile Requirements
Bachelorโs degree in Human Resources, Business Administration, International Relations or related field (Masterโs preferred).
Minimum
8 years of experience , with exposure across
payroll, GA, recruitment, and talent management/OD .
Strong understanding of Indonesian labor law, HR systems, and best practices in people development.
Proven experience managing teams and implementing HR programs at scale.
Excellent leadership, analytical, and interpersonal communication skills.
Ability to thrive in a dynamic, high-growth, and fast-paced organization.

Timely and accurate payroll processing (zero error, on-time delivery).
Increased HR operational efficiency and compliance readiness.
Improvement in employee engagement and retention metrics.
