TOR MEL Lead

Responsibilities Develop and refine the project Monitoring, Evaluation, and Learning (MEL) framework, including results framework, logframe, indicators, baseline, targets, and milestones.

Ensure alignment between MEL framework, project design documents, annual work plans, and CCBS standards.

Develop monitoring protocols, SOPs, and tools to support effective project governance.

Integrate technical data (spatial, carbon, biodiversity, social) into a consolidated MEL system.

Monitor project performance against agreed KPIs and targets, including conducting internal evaluations, mid-term reviews, and supporting external verification (including CCBS).

Identify risks, bottlenecks, and performance gaps, and recommend corrective actions.

Facilitate project learning processes, document lessons learned, best practices, and innovation.

Coordinate MEL functions across site teams, Jakarta team, and partners; prepare periodic MEL reports and contribute to CCBS monitoring and impact reports.

Qualifications

Minimum Bachelor’s Degree (S1); Master’s Degree (S2) preferred in forestry, environmental science, development studies, or related fields.

Minimum 5 years of experience in Monitoring, Evaluation, and Learning (MEL), preferably in conservation, Nature-based Solutions (NbS), or community-based development projects.

Strong understanding of CCBS/Verra standards, Theory of Change, and Results-Based Management frameworks.

Proven experience in developing MEL frameworks, indicators, and data management systems.

Strong analytical and data management skills.

Excellent coordination and cross-functional communication skills.

Ability to prepare technical reports and impact narratives clearly and systematically.

Able to work independently and collaboratively in a dynamic, multi-stakeholder environment.
