Procurement Engineer

A leading manufacturing company is looking for an experienced

Procurement Engineer

with strong commercial and technical understanding of the

paint and coating industry .

Key Responsibilities CAPEX Procurement Manage end-to-end CAPEX procurement (RFQ/RFP, vendor evaluation, negotiation, PO issuance, delivery tracking). Review technical specifications before tender. Conduct bid comparison analysis and recommend suppliers. Coordinate contract reviews with Engineering, Finance, and Legal. Monitor procurement spending against approved budgets.

Operational Procurement Manage purchasing of raw materials (resins, pigments, solvents, additives), MRO supplies, spare parts, and plant services. Coordinate with Warehouse and PPIC to maintain optimal inventory levels. Conduct supplier benchmarking and market analysis. Manage supplier performance and maintain Approved Vendor List. Ensure procurement compliance with company policies and regulations.

Requirements S1 in Chemical Engineering, Industrial Engineering, Chemistry, or related field. 5–7 years procurement experience in

paint, coating, or specialty chemical industry . Strong knowledge of coating raw materials and production equipment markets. Experience in

CAPEX and MRO procurement . Strong negotiation and cost analysis skills. Familiar with ERP systems (SAP preferred). Fluent in English; Mandarin proficiency is a plus.
