Role Description - General Manager, Operations (Construction)
Founded in 1994, Paesa Pasindo Engineering is a national private company specializing in integrated infrastructure development across Indonesia. Our core expertise spans road and bridge construction, drainage systems, buildings, factories, pipelines, mechanical‑electrical works, and environmental projects.
Over nearly 30 years, Paesa has successfully delivered 180+ infrastructure projects nationwide, from Aceh to Papua, strengthening connectivity, public services, and economic growth across regions. Supported by 3 business units, Construction, Asphalt Hot Mix, and Renewable Energy, Paesa provides end‑to‑end, reliable, and efficient infrastructure solutions.
Paesa’s clients include leading government institutions and state‑owned enterprises such as Kementerian PUPR, provincial and city governments across Indonesia, PLN, Wika, Jasamarga, Waskita, ACSET, Hutama Karya, Nindya Karya, Summarecon, Suryacipta, and multiple PDAMs.
This is a full‑time, on‑site position based in Tebet, Jakarta. The General Manager, Operations (Construction) will be responsible for overseeing Paesa’s end‑to‑end construction operations, including multi‑project control, tender strategy, cost optimization, and driving operational standardization across all projects.
The types of projects could include (non‑exhaustive): roads, bridges, SPAM, and other infrastructure projects.
Key Responsibilities
Multi‑Project Oversight:
Manage a portfolio of 3–5 construction projects simultaneously, oversee overall performance, and ensure company‑wide profitability
Tender Strategy:
Lead the estimation/engineering team in developing competitive and financially viable tender strategies
Critical Problem Solving:
Resolve escalated issues that cannot be handled by Project Managers, including contract disputes, major claims, and social/political challenges at project sites
Operational Standardization:
Develop, implement, and enforce standardized SOPs for Engineering, Logistics, and Heavy Equipment across all Paesa projects
Project Management & Execution:
Translate company objectives into actionable operational strategies executable in the field
Key Qualifications
Bachelor’s or Master’s degree in Civil Engineering, Construction Management, Project Management, or a related field
Minimum 5 years of experience as a General Manager Operations / Head of Operations in a mid‑ to large‑scale construction company
Proven experience managing multiple projects simultaneously (3–5 projects) and familiarity with construction regulations, HSE standards, and quality management systems
SKK Certification Level 9 (Ahli Utama – Road/Bridge Engineering) is an advantage
Strategic Project Management:
Able to translate company targets into effective and executable field strategies
Cost Leadership:
Strong expertise in driving corporate cost efficiency without compromising quality
Stakeholder Management:
Strong network with key decision‑makers from project Owners (Ministry of Public Works, Local Government Agencies)
