Job Description

Job Description 1. IMPLEMENTATION OF ASSURANCE TO CUSTOMERS

Execute the strategies, directions and plans to achieve and improve the TMSA ratings and acceptance of Eaglestar managed tanker fleet of ships by Customers (Oil Majors etc) as per set targets so as to enhance the business eligibility of Eaglestar managed ships.

2. FOCAL POINT FOR INTERNAL & EXTERNAL CUSTOMERS

To execute the directives and plans of the Marine Assurance Dept in the act as focal point to Eaglestar internal parties (FO, FP, QHSSE-BU-SU, etc.) and external Customers (Oil Majors etc) for facilitation, responses and communication of ships vetted and shore based management assessed/reviewed as directed by the Head of Product/LNG Team:-

On vetting issues/approvals/acceptance of vessels vetted/inspected by customers (Oil Majors etc).

On external customers’ verification and review (based on OCIMF TMSA Best Practices Guide for Vessel Operators) of the Eaglestar shore-based management.

3. PREPARATION AND ASSURANCE OF SHIPS AND SHORE BASED MANAGEMENT FOR CUSTOMER VETTING AND ASSESSMENT

Assist, implement and monitor the vetting plans, establish methods, communication and work with the relevant departments in Eaglestar and the shipboard management to ensure that the ships are prepared for the vetting/assessment, with the objective of enhancing the opportunity for acceptance of the ships by customers after the vetting is achieved at least as per fleet set target.

4. PLANNING, IMPLEMENTATION, MONITORING & REVIEWS

Assist in the planning and implementing the plans to ensure the Fleet of ships acceptance by customers are maintained suitable for employment and are valid at all times.

5. VERIFICATION & EVALUATION

To assist in the planning and implementing the plans of Eaglestar shore based management reviews as per TMSA elements.

To monitor and ensure that the Eaglestar shore based management practices are in compliance to meet the targets set by Eaglestar on TMSA and provide the report and recommendations for improvement.

6. ANALYSIS, EVALUATION & IMPROVEMENT OF PERFORMANCE

To collate the relevant data and information and assist in the analysis and evaluation of the shipboard vetting and shore based management assessment results and identify gaps and recommendations for improvements.

7. MARINE ASSURANCE INFORMATION, DOCUMENT & DATA MANAGEMENT

To implement and monitor information, data and documents management related to ship vetting and shore based management TMSA reviews are maintained, updated and easily accessible/ retrievable for verification, analysis and reviews.

8.SHIPBOARD INSPECTIONS ATTENDANCE

To carry out pre vetting conference on concerns vessels to enhance the opportunity for acceptance as directed by Head of Product/LNG Team.

9. CUSTOMER RELATIONS MANAGEMENT & NETWORKING

Implement, maintain, review and improve close working relationship and networking with the internal and external Customers (All Oil / Chemical majors in the industry, especially the approval parties of the Customer) so as to enhance the confidence and assurance of the customers on the safe and reliable operations of Eaglestar shipboard and shore based management. To investigate and address all complaints from customers.

10. HSQE – INTERNAL AUDITS

Ensure that fleet vessels are audited annually in line with ISM, ISO 90001, 14000 and Inspections by Audit Superintendents to SIRE standards on board vessels. Ensure that Audit Superintendents are scheduled properly to conduct the internal audits. He should provide sufficient reason to the DPA for extending the audit for a maximum period of 3 months, if internal Audit is unable to be conducted within the stipulated time of 12 month.

11. LEADERSHIP

Provide leadership for the Shipboard Team, representing the interests of stakeholders, customers and global commercial sectors and employees.

Lead, coach, and motivate shore-based and the shipboard staff in vetting matters to develop high and distinctive performing leaders and executors to achieve operational excellence.

Work closely with the cross-functional superintendents to manage and monitor onboard crew performance on vetting. Advise relevant departments on poor performance on vetting and recommend appropriate actions. Review and evaluate the key personnel performance through the annual performance planning and appraisal exercise.

Attend regular team meetings to ensure a good team spirit, a common understanding of team goals, and increase cross-functional learning. regularly meet with the leadership to ensure alignment across the teams and discuss trends and improvement options.

12. PROJECT

Lead and participate in fleet-wide initiatives and projects to ensure Eaglestar fleet continues to be competitive and deliver flawless and safe services to the clients.

Launched “Know Your Ship” campaign in 4 stages covering all VIQ elements for familiarization, to gain knowledge and improve responses to the questions asked during inspection which is in line with SIRE 2.0.

The Person Specialist Knowledge / Skills:

Conversant in statutory rules and regulations governing the industry and requirements of Oil Majors

Sound knowledge of ISM, ISPS, ISO and regulatory disciplines and interventions, experience of implementing best practice and making measurable improvements in vessel standards and performance.

EXPERIENCE

·Sailing Experience 10-12 Years, as ship’s Master or a Chief Engineer for at least three years on tankers

or

·Sailing experience 8-10 Years, preferably as ship’s senior officer for at least three years on tankers.

and

Experience of 2 or more years of similaror HSSE role in Shipmanagement experience in shipping companies.

Ideal:

Command experience onboard tankers and working for a Shipmanagement in related or HSSErole.

QUALIFICATION

§ Maritime related degree or Class 1 Master F.G or Marine Engineer.
