One of our programs isKREASI (KolaborasiuntukEdukasiAnak Indonesia), designed toaccelerate literacy, numeracy, and character development for preschool and primary students in eight districts across four provinces. Funded by the Global Partnership for Education through a grant that leverages support from Department of Foreign Affairs and Trade,it is managedby Save the Children on behalf of Indonesia’s Ministry of Education, Culture, Research, and Technology and Ministry of Religious Affairs,andworks through local partners ineight districts.Building on proven national approaches, KREASI strengthens teaching, leadership, curriculum, assessment, and child protection while advancing inclusion, gender equality, climate awareness, and sustainable system-level change.
This position plays a critical role in ensuring the Monitoring Information System (MIS) and data management processes for the KREASI program ensure accurate, timely, and high-quality monitoring and evaluation data that enables decision-making and donor reporting across the program. The role supports Save the Children to meet donor and accountability requirements, and strengthen a culture of data utilization across teams and partners.
ROLE PURPOSE
The
Data Management Specialist
provides technical leadership for KREASI’s Monitoring Information System (MIS) and data management processes, ensuring accurate, timely, and high-quality monitoring and evaluation data to support evidence-based decision-making and donor reporting across the program. Reporting to the REALM Manager, the role leads the design, maintenance, and continuous improvement of the KREASI MIS platform.. using DevResults software. The Specialist ensures the MIS platform is user-friendly, functioning smoothly for data entry and reporting, and capable of generating high-quality dashboards and visualizations for internal management and donor reporting.
The Specialist provides technical support and capacity strengthening to implementing partners and provincial/district teams to ensure effective and consistent use of the MIS. This includes training, troubleshooting, and quality assurance processes, as well as conducting validation checks on submitted data to ensure accuracy and completeness. The role works closely with the Data Management Officer, providing technical guidance and ensuring strong coordination between day-to-day data processing and higher-level system oversight.
The Data Management Specialist also serves as the primary focal point for engagement with the DevResults HelpDesk, coordinating system troubleshooting and enhancements to support program needs. Through strong data governance and quality standards, the Specialist ensures that KREASI monitoring data is reliable, accessible, and effectively used to strengthen program performance, learning, and accountability.
KEY AREAS OF ACCOUNTABILITY
Data System Design, Development, and Oversight
Provide technical leadership for the design, functionality, and continuous improvement of the KREASI MIS using the DevResults platform.
Ensure the MIS is structured to effectively capture program indicators, activity monitoring data, and required reporting outputs across all provinces and districts.
Design and maintain system architecture, including indicator frameworks, data tables, data entry forms, validation rules, and reporting structures.
Ensure the MIS is user-friendly and supports efficient workflows for partners.
Coordinate with the REALM Manager and program leads to ensure MIS development aligns with program reporting requirements and evolving donor needs.
Data Visualization and Dashboard Development
Design and maintain dashboards and data visualization to support decision-making and performance monitoring.
Support the development of data summaries, tables, and visual outputs for internal management, partner reflection processes, and donor reporting.
Ensure visualizations are clear, accurate and aligned with program indicators and reporting needs.
Strengthen system functionality to enable users to access real-time or near real-time program performance data.
Data Quality Assurance and Validation
Lead implementation of data quality assurance protocols, including validation checks, completeness reviews, and consistency testing across datasets.
Conduct quality reviews of data submitted by partners and provincial teams prior to consolidation and reporting.
Work with implementing partners to resolve data errors, discrepancies, and missing documentation.
Support routine data quality audits and spot checks, ensuring compliance with Save the Children data quality standards.
Technical Support and Partner Capacity Strengthening
Provide technical support to implementing partners and program teams on effective use of the MIS platform, including troubleshooting and problem-solving.
Design and deliver training on DevResults, including data entry, reporting and dashboards.
Provide coaching to partner MEAL staff to strengthen capacity in data management processes and quality assurance.
Contribute to user guidance materials and standard operating procedures for MIS use.
Coordinate with partner MEAL to ensure consistent data standards and reporting processes.
Coordination with DevResults HelpDesk and System Troubleshooting
Serve as the primary focal point for engagement with the DevResults HelpDesk to resolve system issues and improve platform functionality.
Identify usability issues or functionality gaps, and coordinate with DevResults support for timely resolution.
Propose system enhancements and improvements based on program feedback and reporting needs.
Collaboration and Supervision Support
Work closely with the Data Management Officer to ensure smooth day-to-day data workflows and timely processing of incoming data.
Provide technical guidance to the Data Management Officer and support task delegation, workflow improvement, and quality standards.
Coordinate with technical specialists, the operations team and provincial teams to ensure MIS data is used effectively for program learning and decision-making.
Support strong coordination across partners to ensure timely submission of accurate monitoring data.
Compliance, Data Protection, and Ethical Information Management
Ensure KREASI data management processes comply with Save the Children data protection requirements.
Support secure storage, handling, and sharing of program data, including management of user access and permissions within the MIS.
Ensure adherence to safeguarding and do-no-harm principles in data collection, storage, and reporting.
Reporting and Documentation
Support the REALM Manager in preparing high-quality data outputs for internal performance tracking, program reviews and donor reporting.
Produce updates on MIS performance and partner compliance with reporting requirements.
Contribute to development of learning products, evidence briefs, and program presentations requiring data visualization.
General
Carry out other tasks assigned by the REALM Manager or Chief of Party.
In the event of a major humanitarian emergency, the role holder may be required to work outside normal duties and adjust working hours as needed, including temporary deployment to affected areas.
QUALIFICATIONS and EXPERIENCE
Required Education and Experience
Bachelor’s degree in information systems, computer science, statistics, data science, monitoring and evaluation, social sciences, development studies, or a related field with at least 5 years of relevant professional experience; or Master’s degree with at least 3 years of relevant professional experience.
Minimum 3–5 years of experience in data management, MIS administration, monitoring systems, or MEAL data systems for development or humanitarian programs.
Demonstrated experience managing or administering a project MIS platform (DevResults or similar platforms preferred).
Strong experience designing data entry systems, data tables, validation checks, and reporting structures.
Proven experience producing dashboards and data visualization products to support program management and reporting.
Demonstrated ability to train and support partner staff, including delivering structured capacity building and troubleshooting technical challenges.
Proficiency in Microsoft Office tools, particularly Excel, and experience with data visualization tools and reporting platforms.
Strong attention to detail and ability to manage complex datasets across multiple geographic locations.
Knowledge of Save the Children systems, compliance requirements, and safeguarding standards is an advantage.
Strong written and verbal communication skills in Bahasa Indonesia and English.
CHILD SAFEGUARDING
Level 3: The post-holder will have frequent or intensive contact with children and/or young people (e.g., once a week or more, or four days in a month or more, including overnight stays) due to the nature of the work in country programs, visits, or responsibility for implementing staff vetting processes.
