Job Description
We are seeking a highly experienced and strategic
HR & GA Manager
to lead and manage all Human Resources and General Affairs functions within the organization. This role is responsible for developing HR strategies aligned with business objectives while ensuring efficient management of administrative, facilities, and operational support functions. The ideal candidate will play a key role in shaping company culture, enhancing employee engagement, ensuring legal compliance, and supporting smooth day-to-day operations.
Key Responsibilities
Develop and implement HR strategies aligned with the companyโs business goals.
Lead workforce planning, organizational development, and change management initiatives.
Advise management on HR and GA policies, structures, and best practices.
Recruitment & Talent Management
Oversee full-cycle recruitment, selection, and onboarding processes.
Develop employer branding initiatives to attract and retain high-quality talent.
Manage manpower planning and succession planning for critical roles.
Employee Relations & Engagement
Foster a positive, inclusive, and high-performance work culture.
Handle employee relations matters, including grievances, disciplinary actions, and conflict resolution in compliance with labor regulations.
Lead employee engagement, communication, and well-being initiatives.
Performance Management
Manage and continuously improve performance appraisal systems.
Support line managers in goal setting, performance evaluations, and talent development.
Drive a performance-oriented culture through coaching and feedback mechanisms.
Compensation, Benefits & Payroll Coordination
Develop and administer competitive compensation and benefits programs.
Ensure internal equity and conduct regular benchmarking exercises.
Coordinate payroll processes and ensure accuracy and compliance.
Learning, Development & Succession Planning
Identify training needs and implement learning and leadership development programs.
Manage succession planning initiatives to support long-term organizational sustainability.
Compliance & HR Policies
Ensure full compliance with Indonesian labor laws, health and safety regulations, and company policies.
Develop, review, and update HR policies, procedures, and employee handbooks in line with regulatory changes.
Liaise with government authorities, labor offices, and external stakeholders when required.
Oversee general affairs functions, including office administration, facilities management, company assets, and vendor management.
Ensure efficient management of office services, transportation, security, and housekeeping.
Manage GA budgets and control operational costs effectively.
HR Reporting & Systems
Maintain accurate HR and GA records for management and regulatory reporting.
Oversee HRIS and administrative systems to support data-driven decision-making.
Prepare regular HR and GA reports for management review.
Qualifications & Requirements
Bachelorโs degree in Human Resources, Psychology, Business Administration, or a related field.
Minimum of
7 years of progressive experience
in HR and General Affairs, with at least
3 years in a managerial or leadership role .
Strong knowledge of
Indonesian labor laws , HR best practices, and GA operations.
Experience in industries such as
water, infrastructure, engineering, or manufacturing
is an advantage.
Excellent leadership, interpersonal, and communication skills.
Strong problem-solving, organizational, and decision-making abilities.
Proficient in
HRIS, Microsoft Office Suite , and reporting tools.
Fluent in Bahasa Indonesia and English , both written and spoken.
