Position Title:
HR Operations & People Development Manager
Job Summary
The HR Operations & People Development Manager is responsible for managing all internal HR operations, employee relations, compliance, and people development, and supporting internal hiring initiatives to ensure the organization has the right talent to support business growth. This role works closely with the CEO and key stakeholders to address workforce needs and fill critical positions in a timely and effective manner.
Key Responsibilities
Workforce Planning
Manage internal recruiting & hiring process.
Onboarding/Induction.
Monitor headcount against budget and staff turnover rate, analyze manpower shortfall, and propose retention measures.
Monitor, create, and discuss with employment contract employees as well as renew the validity period of the employment contract.
Compensation Planning
Handling salary, bonuses, benefits, and other types of compensation.
Handling employee transfers such as promotion, mutation, and salary changes.
Training & Development
Conducting coaching, training, and activities related to the development of capabilities, potential skills, and knowledge of employee absenteeism, calculation of salaries and benefits.
Payroll Management
Use Talenta effectively to run payroll data precisely with minimized errors.
Collecting timesheets for external consultants.
Time Management
Overtime Administration, Attendance, Leave request & reimbursement.
Handle employee relations matters, disciplinary processes, grievances, and internal investigations.
Ensure HR governance, audit readiness, and compliance with statutory and client requirements.
Maintain accurate and up-to-date HR documentation, contracts, and compliance records.
Performance Management
Planning, monitoring, developing, rating, and rewarding based on business objectives & KPIs.
Workflow Management
Design to help streamline routine business processes for optimal efficiency.
Automating and streamlining HR processes to improve efficiency, accuracy, and compliance. By implementing workflow management systems, HR departments can reduce manual tasks, minimize errors, and free up valuable time to focus on strategic initiatives.
Reporting Analytics
Keeping track of documents, including employee records related to employment, transfers, dismissals, as well as attendance, vacations, medical leave, attestations, and other employee data.
Duly providing all types of reports related to HR record management and the necessary personnel information to authorities in accordance with the current legislation of Indonesia.
Employee Self Services
Automated Payslips, Leave application & approval, Online Punching, Employee Attendance, HR & Employee Documents.
Benefits & Office Administration
Private Health Insurance.
Asset Management controlling office facility, such as a laptop, a printer, Internet, Landline Phone etc.
Controlling and keeping office stationeries.
Other Responsibilities
Liaise with Building Management in case of any issues regarding the office facility and complaints.
Assisting with ISO audit and implement ISO system.
Handle Employee Issues, Staff Engagement Initiatives.
Familiar with HR administration and audit issues.
Issuing of disciplinary action letters.
Monitoring of changes in the current legislation related to HR record management.
Supporting the development and implementation of new HR policies and practices.
Key Requirements
Bachelor’s degree in Human Resources, Psychology, Law, Business Administration, or related field.
Minimum 7–10 years of HR experience, with:
Strong exposure to internal HR operations, and
Preferably experience in IT outsourcing, consulting, or services-based companies.
Strong understanding of HR business partnering, contract-based employment, and outsourcing models.
Proven experience in client-facing HR roles and partnering with senior stakeholders (CEO, BOD, department heads).
Solid knowledge of labor law, HR compliance, and employee relations.
Excellent stakeholder management, coordination, and communication skills.
Strong attention to detail, documentation, and compliance orientation.
Strong organizational, analytical, and problem-solving skills.
Able to operate effectively in a fast-paced, service-driven, and growing business environment.
