Key Responsibilities The MEAL and Data Management Specialist is responsible for ensuring high‑quality monitoring, evaluation, accountability, and learning processes throughout the Project. This role supports the project team in generating accurate, timely, and reliable data to guide program decisions, strengthen evidence‑based interventions, and ensure compliance with donor and organizational standards. The position leads the design and implementation of MEAL tools, manages project data systems, ensures data quality, and supports real‑time monitoring of polio vaccination, surveillance, and community engagement activities. The MEAL and Data Specialist also facilitates learning, documentation of best practices, and ensures accountability to beneficiaries, partners, and stakeholders at district and community levels. About The CORE Group Partners Project (CGPP) ; Wahana Visi will be impelementing The CORE Group Partnership Project (CGPP). The CORE Group Partnership Project (CGPP) is a multi-country, multi-partner initiative providing financial support, on-the-ground technical assistance and guidance to strengthen host country efforts to eradicate polio and strengthen immunization systems. The premise of this project is to work through existing networks of international and local NGOs with established child survival activities in hard-to-reach areas with inadequate immunization coverage. The project work supports the national action plan for polio eradication WVI as implementing partner contribute to polio eradication by increasing population immunity and enhancing surveillance for AFP and other VPDs in hard-to-reach, remote, and cross‑border areas in Indonesia. While funded through MCH resources, the project’s primary focus is polio eradication and immunization system strengthening, with co-benefits for maternal, newborn, and child health and broader outbreak preparedness. This project is subject to donor funding acquisition process. In the event that the funding agreement is not finalized, the recruitment process may be postponed or the position may not proceed. We are committed to maintaining transparent communication with all candidates throughout this process. Strategy Development & Planning Support the development and implementation of the project MEAL strategy aligned with organizational and donor standards. Lead the design of monitoring plans, including indicators, data collection methods, and reporting timelines. Ensure MEAL components are integrated into annual and quarterly project work plans. Contribute to the development of theory of change, logframe, and indicator reference sheets for the Polio Project. Provide strategic recommendations based on analysis of data trends, monitoring findings, and field insights.

Resource Acquisition & Management Ensure effective utilization of MEAL tools, templates, and data management SOPs within the project team. Support donor reporting requirements by ensuring timely submission of high-quality data and evidence. Maintain secure and organized data storage to ensure data protection and confidentiality. Design and manage project databases aligned with logframe indicators and reporting requirements. Develop and administer digital data collection systems (KoboToolbox, CommCare, ODK, etc.). Develop structured data dictionaries and maintain metadata documentation. Implement data coding, cleaning, validation, and reconciliation processes.

Technical Works/ Capacity Building Provide technical guidance to project staff and partners on MEAL tools, data collection, and reporting procedures. Train field teams, vaccinators, and community volunteers on data quality, indicator tracking, and monitoring protocols. Lead field-level data verification, routine monitoring visits, and supportive supervision. Develop and maintain data dashboards for real-time monitoring of polio vaccination coverage and surveillance indicators. Conduct analysis of project performance data and produce user-friendly visualizations for decision-making.

Accountability & Quality Assurance Ensure data quality through regular DQA (Data Quality Assessment), validation checks, and field audits. Maintain beneficiary feedback and complaint-handling mechanisms in line with organizational accountability standards. Ensure monitoring and evaluation practices comply with donor requirements, MEAL policies, and safeguarding standards. Support internal and external evaluations through preparation, coordination, and evidence submission. Document lessons learned, best practices, and success stories to strengthen project learning.

Network & Coordination Coordinate with district health offices, local authorities, community structures, and implementing partners to ensure consistent data reporting and alignment. Represent the MEAL function in internal and external coordination meetings, technical working groups, and donor visits. Collaborate closely with the project manager, technical advisors, and MEAL unit to ensure harmonized data flow and reporting. Build strong communication channels between field teams and central MEAL staff to ensure timely information exchange. Support joint monitoring missions and inter-agency data collection initiatives when required.

Managemement & Leadership Develop and manage annual business plan and budget for RISE Project Submits periodical/ monthly accomplishment report Build and maintain positive spirit of working in team with other staff in respective unit and department Provide line management for RISE’s team, including performance management, coaching and capacity building. Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve. Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties. Manage all risks related to project according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks. Bachelor’s degree in Statistics, Public Health, Social Sciences, Development Studies, Information Systems, Data Science, or other relevant fields. Formal training or certification in MEAL, M&E, data analysis, data visualization, or project management is an added value (e.g., MEAL diploma, PMD Pro, DHIS2 training, GIS certification). Minimum 3–5 years of experience in Monitoring, Evaluation, Accountability, and Learning roles within NGOs/INGOs, public health projects, or humanitarian/development programs. Proven experience managing data systems, including digital data collection tools such as KoboToolbox, ODK, CommCare, SurveyCTO, or similar platforms. Experience designing MEAL tools, indicators, logframes, and monitoring frameworks. Demonstrated ability to conduct data quality assessments (DQA), routine monitoring, and field verification. Experience working with large datasets, data cleaning, and producing analysis using software such as Excel (advanced), SPSS, Stata, Power BI, or Tableau. Prior experience supporting public health programs, vaccination campaigns, immunization monitoring, or disease surveillance (e.g., Polio, Measles, TB, Nutrition) is a significant advantage. Experience preparing high-quality donor reports, dashboards, and evidence-based documentation. Experience collaborating with government health offices (DHO, PHC), community-based structures, and multi-stakeholder partners preferred. Bahasa Indonesia (native) and fluent in English (min. 550 TOEFL) Travel 25% (domestically and internationally)
