Background
Daemeter Consulting is an independent consulting firm providing technical, policy, and implementation support to governments, development agencies, financial institutions, NGOs, and the private sector across forestry, agriculture, climate, biodiversity, energy, mining, and sustainable finance. Daemeter operates extensively in the international development and donor‑funded consulting market, where business development is primarily driven by impact‑oriented, competitive procurement processes, including Requests for Proposals (RFPs), Invitations to Tender (ITTs), and Expressions of Interest (EOIs) issued by bilateral and multilateral donors.
Purpose of the Role
The Senior Lead – Business Development & Proposals is responsible for leading Daemeter’s end‑to‑end business development function within the donor and development agency consulting market. This includes identifying and screening opportunities, managing a live opportunity pipeline, forming strategic partnerships, and leading the preparation of competitive financial and technical proposals for large, complex programmes.
This role is procurement focused and is distinct from sales or marketing functions in commercial sectors. Success is measured by the quality, competitiveness, and strategic alignment of proposals, and by secured contract awards with donor and development clients.
Key ResponsibilitiesOpportunity Identification and Pipeline Management
Proposal Leadership and Coordination
Lead the preparation of high‑quality technical and financial proposals in response to RFPs, ITTs, and EOIs.
Manage proposal development processes, timelines, and inputs across technical teams, finance, and external partners.
Ensure proposals meet all compliance, eligibility, and formatting requirements of donors and contracting authorities.
Partnership Development
Identify, establish, and manage partnerships with consulting firms, NGOs, research institutions, and local organisations for joint bids.
Lead consortium formation, partner negotiations, and role allocation for complex, multi‑partner programmes.
Coordinate Memoranda of Understanding (MoUs), teaming agreements, and subcontracting arrangements.
Staffing and Expertise Management
Lead identification, evaluation, and placement of technical experts for proposals, including international and national consultants.
Coordinate CV preparation, compliance checks, and expert availability confirmations.
Ensure optimal alignment between proposal requirements and team expertise.
Financial and Commercial Inputs
Coordinate development of competitive and compliant cost proposals in collaboration with finance and technical teams.
Ensure understanding of donor cost structures, fee ceilings, and contracting modalities.
Support contract negotiations and mobilisation planning post‑award.
Strategic Business Development
Contribute to Daemeter’s medium‑and long‑term business development strategy.
Monitor donor priorities, funding trends, and policy developments relevant to Daemeter’s sectors.
Strengthen internal systems, templates, and processes for proposal development and pipeline management.
Required Qualifications & ExperienceEducation
Education
Master’s degree (preferred) or Bachelor’s degree, in international development, environmental management, economics, public policy, or a related field.
Professional Experience
Minimum
8–10 years
of progressive experience in business development and proposal management within consulting firms operating in the
donor and development agency market .
Demonstrated leadership of
RFP/ITT/EOI processes
for bilateral and multilateral donors (e.g. governments, development agencies, international financial institutions).
Proven experience managing
large, complex, multi‑year programmes , including consortium‑based bids.
Strong track record in opportunity screening, pipeline management, and competitive proposal positioning.
Experience with financial proposal development, cost structuring, and donor compliance requirements.
Experience coordinating multidisciplinary teams and international experts across geographies.
Core Competencies and Skills
Excellent proposal writing, editing, and coordination skills.
Strong analytical judgment for bid/no‑bid decisions and risk assessment.
High level of organisation, attention to detail, and deadline management.
Ability to work collaboratively across technical, financial, and management teams.
Strong interpersonal and partnership building‑ skills in international contexts.
Professional fluency in written and spoken English and Indonesian language.
Location & terms
Bogor, Indonesia preferred (or remote with periodic on site).
Full time senior manager level; reporting to Executive Management Team.
Salary may include a mix of base and performance based elements.
