Job Overview:
The Telecom Site Project Engineer serves as the primary technical interface between the Home / Satellite Office Engineering team and the Construction/Commissioning teams for a Qatar Energy Wellhead Platform (WHP). The role is centered on maintaining the integrity of the design, approving the various RLMUs from an engineering standpoint, providing rapid, practical solutions to construction issues, and managing/controlling the formal Red-Line Markup (RLM) process.
Responsibilities
Key Tasks and Responsibilities:
Engineering Liaison: Act as the single point of contact (SPOC) for the construction yard to resolve technical discrepancies. Translate complex design intent into actionable field instructions.
Technical Query (TQ) Management: Review, validate, and process Technical Queries and Requests for Information (RFIs). Coordinate with the lead discipline engineers in the main office for any changes affecting the \"Approved for Construction\" (AFC) status.
Red-Line Markup (RLM) Oversight: Provide Red-Line Markup, Review and approve Red-Line Markups submitted by construction, production, MC/PC engineers. Ensure all field changes are technically correct and meet Client requirements and are properly captured for the \"As-Built\" phase.
Design Validation: Conduct \"walk-downs\" of electrical and instrument systems to ensure physical installation matches the \"Approved for Construction\" (AFC) documentation.
Vendor Interface: Coordinate with Package Vendors (e.g., Wellhead Control Panels, Chemical Injection Skids, or ICSS vendors) to ensure field modifications comply with SIL (Safety Integrity Level) ratings.
MOC (Management of Change): Initiate and track the Management of Change process for any significant deviations from the original design scope during the construction phase.
Field Change Reports: Documentation for any deviations that required a formal MOC.
Ensure compliance with project-specific safety standards as well as identifying potential hazards during fabrication, installation, and commissioning, such as electrocution, arc flash, and/or electrical fires.
Core Competencies for the \"Interface\" Role:
Conflict Resolution: Balancing the \"speed of construction\" required by the yard with the \"design\" required by the engineering office.
Regulatory Knowledge: Deep understanding of client-specific safety and environmental requirements for offshore platforms (e.g., material requirements for high-H2S environments).
Communication: Ability to communicate and explain \"Why\" to the yard team, who's focused on \"How.\"
Qualifications
Essential Qualifications and Education:
Education | B.Sc. in Telecommunications Engineering.
Experience | 6+ years in O&G, with specific \"Interface\" or \"Engineering\" experience on Qatar offshore projects. Demonstrated strong understanding of technical drawing principles and standards.
Standards | Familiar with QGESS, Shell DEPs, and international codes (IEC 60079, ISA).
Document Control | High proficiency in EDMS (Electronic Document Management Systems).
Technical Review | Ability to interpret complex Loop Drawings, Wiring Schematics, Interconnection diagrams, and Hazardous Area Classifications.
