Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. It aims to strengthen selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar) by facilitating better collaboration (Kolaborasi) between Indonesian government stakeholders at national and sub‑national levels, and by building on the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system.

The Role
The key purpose of this assignment is to provide technical assistance for the implementation of Minimum Service Standards (MSS) to improve better provision of basic services in Indonesia, specifically in the health and education sector. The assignment involves providing technical inputs on the Decentralisation Institution and Regulation focusing on MSS implementation, planning‑budgeting mechanisms, monitoring‑evaluation, and MSS data‑system integration aspects at national and sub‑national levels, and other relevant activities.
Specific Responsibilities
Provide technical inputs on revision of UU No. 23/2014 and related regulations to improve MSS implementation in the health and education sector.
Provide technical inputs on improving planning‑budgeting mechanisms at the national and sub‑national level to enhance basic services provision inclusively.
Conduct monitoring‑evaluation on MSS implementation with MoHA, Bappenas, Kemenkeu, and other key stakeholders at national and sub‑national level.
Facilitate MSS data‑system integration at national and sub‑national level, particularly e‑SPM with SIPD and other Ministry or local government data systems.
Other Duties
Comply with DFAT, DT Global, and SKALA policies on gender, disability, fraud and anti‑corruption, child protection, PSEAH, and environmental protection.
Ensure compliance and adherence to operational policies, guidelines and manuals issued by DT Global and SKALA.
Proactively identify and report risks and manage risks within your level of accountability.
Undertake other duties as required by the Program.
Job Requirements
Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
Work may require long, and flexible hours as needed, and travel may be required based on need.
Deliverables
Technical inputs on revision of UU No. 23/2014 and related regulations to improve MSS implementation in the health and education sector.

Relationship Management
This position reports to the PFM Lead and works closely with the Senior Manager of MSS. The candidate will also work with programme staff, operational staff, GoI, local governments and other external service providers.
Selection Criteria
Essential
Bachelor’s degree in Public Policy, Public Administration, Social Policy, Economics, Political Science, Development Studies or other relevant fields. A master’s degree is an advantage.
At least 7 years of experience working in health or education policy, service delivery systems or public sector governance, ideally within decentralised government frameworks.
Strong understanding of Minimum Service Standards (MSS) in health and education sectors, including policy, implementation, planning‑budgeting and regulatory frameworks, and proven experience conducting policy and institutional analysis.
Experience working with national and sub‑national government partners, particularly MoHA, Bappenas, MoF or related institutions.
Experience supporting data‑system integration, preferably involving e‑SPM, SIPD or other sectoral data systems.
Strong analytical, writing and presentation skills, including the ability to convert technical analysis into practical, evidence‑based recommendations.
Excellent interpersonal and stakeholder‑engagement skills, with demonstrated ability to work collaboratively across ministries, sectors and administrative levels.
Commitment to SKALA’s values, including GEDSI principles and inclusive approaches across culture, gender, disability and social background.
Preferred
Prior experience in health or education sector reforms, particularly related to MSS, planning‑budgeting or institutional strengthening.
Experience facilitating multi‑stakeholder processes involving government institutions, development partners and civil society.
Familiarity with DFAT‑funded or other donor‑funded development programmes, including safeguards, compliance and reporting requirements.
