Across ASEAN, internet access and smartphone use have grown rapidly, especially among adolescents. After the pandemic, young people spent even more time online for school, socialising and entertainment. While digitalisation brings many benefits, it also exposes children to cyberbullying, harmful content, online exploitation and mental health risks.
The challenges are significant across the region. In ASEAN, 80% of youth are online daily. In Indonesia, many teens struggle with low self-esteem and gadget dependence. Singaporean teens spend over 8 hours online each day, often using devices to cope with stress. Many children in Malaysia, Thailand, Vietnam and the Philippines face cyber-violence, harmful online experiences, or online sexual exploitation.
Excessive screen time, limited parental guidance and lack of school support are harming adolescent wellbeing. Region-wide action is urgently needed to build digital resilience among youth, caregivers and educators.
Yayasan Plan International Indonesia, together with the ASEAN Foundation and local partners, aims to strengthen healthy digital habits and online safety. As the regional grantee for the Global Teen Digital Wellbeing Initiative, Plan International will deliver a culturally adapted curriculum through schools, workshops and community programs. The initiative will reach 11 million people across all ASEAN Member States, equipping young people and their support systems to use technology safely, creatively and confidently.
The Opportunity
The Regional Digital Specialist will play a critical role in managing the Learning Management System (LMS) platform, coordinating digital curriculum delivery, ensuring platform accessibility and user experience, and supporting digital capacity building across 11 countries. S/he is accountable for the technical functionality, user engagement, and data integration of the LMS, ensuring that digital learning experiences are effective, inclusive, and aligned with the project's youth digital wellbeing outcomes.
The position's purpose is to bridge technical expertise with program goals, translating curriculum content into engaging digital learning modules, ensuring platform stability and accessibility, coordinating with country teams on LMS adoption, and supporting educators and community champions in utilizing the platform effectively.
Key Responsibility:
LMS Platform Management and Technical Operations
Lead the setup, configuration, and management of the Learning Management System (e.g., Moodle, Canvas) as the project’s main digital platform.
Work closely with IT vendors to ensure system stability, security, data privacy compliance, and ongoing technical support.
Manage user accounts and access permissions for participants across 11 countries (youth, teachers, parents, and administrators).
Monitor platform performance (uptime, speed, functionality) and resolve technical issues promptly.
Ensure the system can scale to support up to 850,000 users.
Implement cybersecurity and data protection measures in line with international standards.
Coordinate system updates, bug fixes, and feature improvements based on user feedback and project needs.
Digital Curriculum Development and Localization
Lead the process of adapting and digitizing the global digital wellbeing curriculum into interactive, modular LMS content suitable for online learning
Coordinate curriculum localization processes with country teams, ensuring content is culturally relevant, age-appropriate, and aligned with national priorities while maintaining consistency with Google's open‑sourced curriculum framework
Design learning pathways for different target audiences: youth (13-19 years), teachers, and parents/caregivers, with tailored content and pedagogical approaches for each
Integrate multimedia elements (videos, infographics, animations, interactive exercises) to enhance engagement and learning outcomes
Coordinate with content developers and instructional designers to create user‑friendly, visually appealing, and pedagogically sound digital modules
Ensure curriculum modules include pre‑ and post‑tests to enable knowledge, attitude, and practice (KAP) measurement in coordination with Regional MER Specialist
Develop discussion forum features and peer support group functionalities to foster collaborative learning
Platform Accessibility and User Experience
Ensure LMS platform is accessible to users with disabilities, implementing Web Content Accessibility Guidelines (WCAG) standards including screen reader compatibility, keyboard navigation, and alternative text for images
Optimize platform for mobile devices to accommodate youth who primarily access internet via smartphones
Design user interfaces that are intuitive, youth‑friendly, and require minimal technical literacy to navigate
Accommodate low‑bandwidth contexts across ASEAN countries by optimizing content file sizes and implementing offline access features where feasible
Conduct usability testing with youth, teachers, and parents to identify navigation challenges and improve user experience
Develop multilingual interfaces supporting languages across 11 countries (Indonesian, Vietnamese, Thai, Tagalog, Khmer, Lao, Burmese, English, Malay)
Create user‑friendly onboarding processes including video tutorials, help documentation, and FAQ sections
Training and Capacity Building
Conduct Training of Trainers (ToT) for teachers, parents, and community champions to manage the learning process in the LMS
Develop comprehensive training materials including user guides, video tutorials, step‑by‑step instructions, and troubleshooting resources for different user types (administrators, facilitators, learners)
Provide ongoing technical support to country project teams and local implementing partners on LMS administration and content management
Build capacity of peer educators (community members, youth groups, teachers) to provide support to participants in digital wellbeing online training
Facilitate educator engagement forums as peer‑learning platforms where teachers can exchange knowledge and share challenges in promoting digital wellbeing through the LMS
Provide helpdesk support for technical issues, coordinating responses to user inquiries and troubleshooting access problems
Conduct regular webinars and online support sessions for users across time zones
Digital Engagement and Learning Outcomes
Monitor user engagement metrics including registration rates, login frequency, module completion rates, time spent on platform, and forum participation
Implement strategies to enhance user engagement and course completion, including gamification elements, progress tracking, badges, and certificates
Coordinate with Regional Communications Specialist on developing engaging content and communications that drive LMS participation
Analyze user behavior patterns to identify drop‑off points and implement retention strategies
Support implementation of peer support groups and discussion forums where participants can share experiences and reinforce positive digital practices
Coordinate with country teams on blended learning approaches that combine LMS‑based learning with in‑person community events and school‑based activities
Ensure alignment between digital engagement strategies and project targets for participant reach (850,000 direct participants)
Data Integration and Reporting
Coordinate with Regional MER Specialist to integrate pre‑ and post‑test protocols into LMS modules, enabling automated data collection on knowledge, attitude, and practice indicators
Configure LMS analytics and reporting dashboards to track user progress, learning outcomes, and engagement metrics
Ensure LMS‑generated data is accessible for analysis, with appropriate data disaggregation (sex, age, disability status, geographic location)
Implement data quality assurance protocols for LMS‑based assessments, ensuring validity and reliability of learning outcome measurements
Generate regular reports on platform usage, user engagement, and learning progress for Regional Project Manager and MER team
Protect user data privacy by implementing secure data storage, anonymization of personal information, and compliance with ethical data management standards
Coordination and Technical Partnerships
Liaise with Regional Project Manager, country project managers, and technical advisors on LMS implementation, challenges, and improvements
Coordinate with LMS platform vendors or IT service providers on technical support, customization, and maintenance contracts
Engage with Google to understand any technical integration opportunities or alignment with Google education platforms
Coordinate with ASEAN Foundation and implementing partners on LMS adoption and local customization
Explore partnerships with digital learning organizations, EdTech providers, or research institutions for technical innovation
Participate in EdTech networks and digital learning communities to stay current with emerging technologies and best practices
Innovation and Continuous Improvement
Identify opportunities to leverage emerging technologies (AI‑powered learning assistants, virtual reality, adaptive learning) to enhance digital wellbeing education
