Job Description
Lead, direct, and manage the Health, Safety, Security, Environment, and Sustainability (HSSE) functions for the
Tangkulo Deepwater Development Project . This role is accountable for the effective implementation of HSSE policies, management systems, and regulatory requirements across all project phases, ensuring safe execution of deepwater drilling, subsea and pipeline works, FPSO activities, and onshore facilities. The role also ensures project resilience, ESG and sustainability performance, and full compliance with Mubadala Energy's HSSE standards, international best practices, and statutory obligations.
Responsibilities include but are not limited to the following:
Direct, lead, and manage the Health, Safety, Security, Environment, and Sustainability (HSSE) functions for the Tangkulo Deepwater Development Project, ensuring full compliance with company policies, regulatory requirements, and international standards.
Lead, manage, supervise, control, and be accountable for the effective implementation of HSSE policies, regulations, statutory instruments, and the HSE Management System, including bridging with contractor HSE MS as required.
Ensure HSSE integration across all project phases, including development, ASR campaigns, execution, and operations covering deepwater drilling, subsea facilities, pipelines, FPSO activities, and onshore condensate processing facilities.
Liaise with project teams to ensure safe FPSO sail‑away, positioning, and marine safety and security operations.
Lead ESG implementation for the project, including EIA execution, stakeholder security engagement, sustainability initiatives, and carbon footprint reduction.
Lead and ensure readiness of project resilience initiatives, including emergency response, crisis management, and business continuity planning.
Develop and implement the annual Project HSSE Plan based on identified HSE MS gaps, contractor performance, and corporate directives (e.g. ESG), including progress monitoring and performance reporting.
Promote a strong HSSE culture aligned with the principle of no harm to people and no accidents, ensuring safety is everyone's responsibility across the project workforce.
Ensure accurate and timely HSSE reporting to Mubadala Energy management, partners, and regulatory authorities (SKK Migas, MIGAS, KLH).
Act as the Project HSSE representative to government authorities, industry associations, and external stakeholders.
Qualifications include but are not limited to the following:
Education:
Master's degree in Industrial Safety or Postgraduate Diploma in Occupational Safety and Health is preferred.
NEBOSH certification or equivalent internationally recognized HSSE certification is preferred.
Experience:
Minimum 15 years of experience in E&P or major hazard industries, with at least 10 years at managerial and/or project level.
Proven experience managing HSSE for large‑scale offshore and onshore projects (EPC, FPSO, drilling, subsea, pipelines, shutdowns, or turnarounds).
Strong understanding of E&P activities across development, drilling, construction, and production operations, including associated HSSE risks.
Experience in project lifecycle safety, including design safety (HAZID, HAZOP), construction safety, and operational safety.
Experience engaging with regulators, joint venture partners, and contractors within a complex project environment.
Technical & Management Skills:
Strong leadership and HSSE management capability, with the ability to influence across multi‑disciplinary and multi‑contractor environments.
In‑depth knowledge of HSSE management systems aligned with ISO 9001, ISO 14001, and ISO 45001 standards.
Experience in HSSE assurance frameworks, audits, investigations, and corrective action management.
Strong analytical, problem‑solving, and decision‑making skills, including root cause analysis.
Excellent communication, interpersonal, coaching, and mentoring skills.
Strong commitment to health, safety, environmental protection, sustainability, and continuous improvement.
