Cities Program This is a hybrid position requiring 8 days per month in the office. You can be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Located in seven countries, the WRI Cities program is the second largest portfolio after climate. WRI Indonesia assists the Government of Indonesia in enhancing and mainstreaming innovative low‑carbon development approaches to transform and decarbonize the transportation sector, addressing mobility issues in metropolitan cities and helping achieve the government’s bold climate target of net‑zero emissions. In collaboration with the UK Government through its Foreign Commonwealth and Development Office (UK FCDO), WRI Indonesia has partnered under the UK PACT to provide programmatic and technical advisory support for accelerating transport decarbonization. The project titled “Advancing MRV System for Emission Inventory and Mitigation Actions to accelerate Transport Decarbonization in Indonesia” recognizes WRI Indonesia’s role to lead policy advocacy, technical support and analytics to national governments to design tools and strategies for the transition towards a low‑carbon and inclusive transportation system.

Job Highlight The Sustainable Transport Analyst provides technical and operational support to the Program Coordinator in designing project activities and monitoring progress. The role applies a strategic approach to ensure partners deliver timely and quality results, liaises and builds a network with key stakeholders in national and sub‑national government, policy‑makers, development partners, academics, professional associations, the private sector and marginalised communities, and provides technical advice on transport decarbonisation. The analyst reports to the Low Carbon Transport Program Coordinator and works collaboratively with the Urban Mobility Manager, sharing lessons gained across WRI offices. The position will be based in Jakarta, with office‑flex arrangement, and may require frequent travel as assigned. In support of WRI’s DEI commitment, the analyst is responsible for actively participating in collaborative efforts by integrating equity into work, the workplace and the organisational culture.

What You Will Do Project Management (30%)

Assist Program Coordinator to implement activities within WRI’s responsibility in the project.

Support Program Coordinator in monitoring and supervising the deliverables of WRI’s partners, consultants and/or vendors to ensure high quality.

Liaise with key stakeholders at national and sub‑national levels and private sectors to build awareness and political support for the project and WRI‑led activities.

Facilitate project operations including procurement, contract award, hiring requisition and keep updated on the project’s disbursement rate.

Participate in meetings, discussions, site visits and policy dialogue and prepare minutes for project documentation.

Data Support and Technical Review (50%)

Provide inputs on technical and policy discussions through preparation of quick summaries of regulations, sectoral reports and official publications.

Collect and maintain data and information from relevant and reliable sources and compile into a single authorised platform.

Conduct independent research and analytics on transportation and urban development issues that combine perspectives of transportation, finance, economics, renewable energy, built environment and information technology to enhance policy development and project implementation.

Support the team in providing capacity building to stakeholders on transport decarbonisation issues and relevant tools.

Develop evidence‑based policy and roadmaps at national level embedding GEDSI approach to accelerate decarbonisation in the transportation sector in collaboration with relevant personnel within or across projects.

Review and enhance emission inventory tools for the transportation sector.

Contribute to the development of transport decarbonisation methodologies.

Monitoring, Evaluation and Learning (20%)

Assist Program Coordinator to track progress, identify implementation challenges and suggest solutions to avoid delays.

Facilitate harvesting lessons learned through various means of knowledge exchange convened by WRI.

Contribute to the dissemination of information on WRI projects to key stakeholders and the general public.

What You Will Need

Bachelor’s degree in Urban and Regional Planning, Civil Engineering, Environmental Science or Public Policy (Master’s preferred); preferably with experience in the public sector.

Minimum 3 (three) years of research experience related to transport, climate change or environmental policy.

Strong analytical skills and knowledge to carry out technical reviews of various project deliverables such as technical guidelines, basic or detailed construction design and feasibility studies.

Clear understanding of transportation issues and their interrelated linkage with climate change, finance, economics, energy, air quality and built environment.

Familiarity with project operation activities such as budgeting, procurement, contracting and spot checks of project expenditure as applied in multinational organisation settings.

Experience collaborating with diverse stakeholders including development partners, private sector entities, government sector entities and/or communities.

Excellent written and verbal skills in Bahasa Indonesia and English.

Proven ability to work effectively in a fast‑paced environment, both independently and as part of a global team.

Highly organised and systematic with strong time‑management skills and the ability to juggle competing priorities and deadlines.

Ability and willingness to travel as assigned.

Legally able to work in Indonesia.

Contract Arrangement Full‑time with fixed‑term employment agreement up to 31 December 2026. A three‑month consultancy period will precede the start of the fixed‑term employment.
